The Research On Poverty Reduction In Agricultural Policy—Based Finance

In November 2015,the Central Committee of the Communist Party of China and the State Council issued the Decision on Winning the Battle against Poverty,proposing that by 2020 the poverty-stricken people in rural areas should be lifted out of poverty.At present,it is less than three years before 2020.There are still about 30 million rural poor people in China who need to get rid of poverty.The time is pressing and the task is arduous.Agricultural policy-based finance is an important part of China's rural financial system.It is of great practical significance to strengthen the study of agricultural policy-based financial services to reduce poverty.Firstly,this paper introduces the related theories of agricultural policy finance poverty reduction,and combs the literature of agricultural policy finance and financial poverty reduction.Secondly,it analyzes the demand of financial poverty reduction services,analyzes the origin,orientation and function of agricultural policy-based finance,and concludes that agricultural policy-based finance can effectively meet the financial needs of the rural poor.It also introduces the process,current situation,characteristics and existing problems of agricultural policy-based finance poverty reduction in China.Thirdly,the paper makes an international comparative analysis on the service poverty reduction of agricultural policy-based financial institutions in Canada,South Africa and India.It holds that agricultural policy-based financial poverty reduction is an internationally prevailing and effective poverty reduction arrangement,which has many implications for China.Next,using data envelopment analysis(DFA)variable return on scale(VRS)model and Malmquist productivity change index,this paper measures the efficiency of agricultural policy-oriented financial poverty reduction in nine cities in Fujian Province.It is concluded that the annual technical efficiency of poverty-stricken areas is lower than that of non-poverty-stricken areas.The efficiency of agricultural policy-based finance in poverty alleviation has increased,but the efficiency of agricultural policy-based finance in poverty-stricken areas has declined slightly,and the catch-up effect of backward areas to advanced areas has weakened,which deserves our attention.Finally,on the basis of comprehensive analysis,the paper puts forward targeted suggestions on the service poverty reduction of agricultural policy-oriented financial institutions from six aspects,such as expanding services,strengthening innovation,and guaranteeing funds.
