Research On The Poverty Reduction Efficiency Of My Country's Provincial Fiscal Expenditure On Agriculture Support

2020 is the final year for the decisive victory of building a moderately prosperous society in an all-round way,the work of poverty alleviation is entering a critical period of decisive stage.At the 2019 central economic work conference,it was particularly stressed that we should resolutely win the battle against poverty and ensure that the tasks are completed on schedule and in an all-round way.Making full use of the financial support for agriculture and further promoting the "poverty alleviation of agriculture and forestry industry" are the key measures to get rid of poverty precisely.It is of great practical significance to study the poverty reduction efficiency of local government's financial expenditure for supporting agriculture in order to strengthen the fine and scientific management of the financial support for agriculture,effectively improve the efficiency of poverty reduction,and boost the poverty alleviation.This paper studies the poverty reduction efficiency of provincial financial expenditure on agriculture.Using the panel data of China's provinces in 2010-2018,the panel regression model is used to empirically test the effectiveness of the transmission mechanism of financial expenditure on agriculture in poverty reduction,which verifies the rationality of the input-output index selection in subsequent DEA model.Data envelopment analysis(DEA)is used to measure the poverty reduction efficiency of financial support for agriculture from the static and dynamic perspectives respectively,in addition,the spatial heterogeneity analysis is carried out based on the division of grain production areas innovatively.Finally,the panel tobit regression analysis is carried out on the influencing factors of poverty reduction efficiency of agricultural support funds.The results show that:(1)Financial support for agriculture has significantly promoted poverty reduction;(2)From the static point of view,the efficiency of poverty reduction at the provincial level in China is generally not high,and the regional differences show a significant feature of "main sales area > production and marketing balance area > main production area",mainly due to the low pure technical efficiency and scale efficiency;(3)The input-output allocation structure of fiscal expenditure for supporting agriculturein each province is unreasonable,and there are different degrees of input redundancy or output insufficiency;(4)From the dynamic point of view,the dynamic poverty reduction efficiency of most provinces is not high,with an average decrease of 0.5%,mainly due to the low efficiency of technological change;(5)The scale effect of population agglomeration and the level of regional economic development have a significant positive impact on the efficiency of financial support for agriculture and poverty reduction.The expansion of the scale of the government is conducive to the improvement of the efficiency of poverty reduction.To some extent,the income gap between urban and rural residents reflects the radiation and driving effect of urbanization on rural economy,which has a positive impact on the improvement of poverty reduction efficiency.The greater the index of fiscal decentralization is,the greater the fiscal autonomy of local governments is,the lower the efficiency of poverty reduction of fiscal expenditure for supporting agriculture is.Through the analysis of empirical results,combined with the current direction and focus of rural reform in China,the following policy recommendations are put forward:Maintaining a moderate scale of government;Increasing the financial investment in supporting agriculture appropriately and formulating differentiated management strategies in different areas and categories;Strengthening the supervision of agricultural support funds and establishing a performance evaluation mechanism;Broadening the sources of agricultural support funds;Implementing the strategy of rural revitalization actively and boosting industrial development to overcome poverty.
