State-owned public service enterprises are an important level in our party's organizational structure and state power which facing directly the citizens and are responsible for the important task of promoting the all-round development of regional economy,society and culture.According to the clear objectives and tasks of Shanghai municipal committee and municipal government,the reform and development of Shanghai's state-owned public service enterprises must always be based in Shanghai,serve the overall economic and social development of the city,provide benefits for the general public and complete in high-quality the strategic tasks and major projects that affects Shanghai's long-term development.Senior executives of the state-owned public service enterprises is an important component of the contingent of cadres of the entire state-owned public service enterprises and is the backbone of the urban public service and management work.Therefore,the quality,level of effort and work efficiency of senior executives of the state-owned public service enterprises have become one of the key factors that affecting the performance and development of state-owned enterprises and the governance and operation of Shanghai cities.This paper starts from the strategic objectives of the state-owned public service enterprises and the social responsibilities undertaken by them,comprehensively considers the survival and development of the enterprises and the capabilities and qualities of senior executives themselves,to analyze from the level of the government macro policy and the enterprise micro management.Take the performance evaluation of senior executives of state-owned public service enterprises within S group,adopts methods such as literature research,case analysis and interview research to combine organically new public management with performance management related theories and combine the performance evaluation practice of the state-owned public service enterprises of S Group,analyze the implementation status and performance evaluation of senior executives in state-owned public service enterprises,designing and improving performance evaluation systems of senior executives according to the characteristics of state-owned public service enterprises,exploring and establishing a set of scientific and rational performance evaluation systems of senior executives for state-owned public service enterprises.This article relies on relevant theories of performance management as an analytical framework and tool,on the basis of fully understanding the performance evaluation of senior executives of S-group.Innovatively build a three dimensional performance evaluation system for senior executives of state-owned public service enterprises.Optimize the organizational performance of state-owned public service enterprises,improve senior executives' senior executives of ability to perform duties and initially build stakeholder-oriented performance.Initially build a three-dimensional performance evaluation system for public service executives that satisfies the needs of social governance and meets the requirements for the reform of state-owned enterprises.Make the executive performance evaluation more specific,comprehensive,fair and scientific,in the hope of finding out effective methods that are in accordance with the law of enterprises development and can fully reflect the performance of senior executives of state-owned enterprises.This article has a positive effect on the overall and accurate evaluation of the performance of senior executives for state-owned public service enterprises,improving operating performance,improving the image of enterprise,and improving the energy efficiency of public services in Shanghai.It also provides active meaning and reference value for improving the performance evaluation of other type of state-owned public service enterprises.
