Research On Risk Management Of T Smart City PPP Project

The smart city PPP project is a way for the government and social capital partners to work together to complete the project.Through the formation of SPV(special purpose vehicle)to complete the smart city project investment,financing and project construction and operation functions.To provide scientific and rational investment,construction and operation plan for the government.Under the effective supervision of the government,SPV company relieves the pressure of short-term fiscal expenditure through PPP investment and financing,and improves the quality of public services through professional operation and maintenance.The thesis mainly includes the following aspects:Firstly,the thesis expounds the current situation and existing problems of T company's PPP project risk management in smart city.Secondly,from the perspective of social capital in PPP model,we can identify all kinds of risk related factors in the whole process of investment,financing,construction and operation.Through in-depth study of the identified risk list,scientific risk assessment methods and processes are selected to study the occurrence probability and hazard degree of each risk factor,get the severity and weight ranking of risk factors,determine the key risks affecting the project,and carry out risk response and risk monitoring of key risk factors.To sum up a comprehensive risk assessment model and improve the risk management system of PPP project in T company's smart city.Finally,the practical significance of risk management in T company's PPP project construction in smart city is verified by empirical cases,and the experience is summarized and applied to the project evaluation in the early stage of similar projects in the future,so as to improve the project management level.
