Research On Heterogeneous Bidders Bidding Strategy Based On Government Procurement Mechanism

The reverse auction dominated by the single price in government procurement can no longer meet the multi-attribute demand of bulk procurement.Besides the price,factors such as quality attribute,delivery time,product after-sale service and affiliated welfare gradually become one of the evaluation basis of government procurement.Online multi-attribute procurement auction mechanism has been recognized by the public and has been put into use.As an important institutional arrangement for public financial management,government procurement is intended to regulate government purchase behavior,save financial funds and prevent corruption from the source.Maximize social welfare,improve purchasing efficiency and reduce time cost.According to a survey released by the Chinese academy of social sciences,nearly 80 percent of goods purchased by some local governments are above the market price.If the purchasing department does not check the price,it will violate the original intention of the system.This phenomenon of "anti-market competition" has been widely concerned,which reflects two problems.On the one hand,the unreasonable procurement demand is unreasonable,and the expensive one is not the right one.On the other hand,there is something fishy in the tendering process of government procurement.For enterprises,it is particularly important to make the best choice in the case of purchasing problems.In view of the respective characteristics of the buyer,the government and the supplier,the multi-attribute reverse auction is used to discuss the bidding strategy of the supplier on the premise of the goal of maximizing the social welfare of the buyer and the seller.In the auction theory,it is assumed that the buyer is "risk neutral",but the buyer has two analysis situations.Another case is that the buyer is not the same distribution,that is,there is a difference between the buyer.The analysis of supplier's heterogeneity lies in the nature difference of supplier enterprises themselves.When the enterprise is a large enterprise or an enterprise is in a stage of scale economy,the enterprise pursues the goal to maximize its own earnings.When a company is a small enterprise or a company is in a stage of diseconomies of scale,at this time,it does not pursue the goal of maximizing its interests,but pursue the goal of pursuing market effect,expanding market share,increasing enterprise visibility,etc.,thus different bidding strategies of different enterprises are generated.The game theory under incomplete information is used to?analyze different bidding strategies when there are differences among bidders,and the strategy expression under different differences and its influence factors on bidding strategies are obtained.The number of enterprises participating in procurement,their pursuit of goals and their own production capacity are all influencing factors on the bid winning price.According to the analysis of the existing literature,the government of multi-attribute procurement to a certain extent,its efficiency is superior to the procurement process is given priority to with single price factors,and many countries are in the purchase of some,such as for a large defense equipment procurement,engineering facilities of purchase,the purchase of land use,medical equipment and office equipment supplies procurement,such as using the multi-attribute procurement procedures.That is,in addition to the price factor,there are ancillary value.From the perspective of the enterprise,it is necessary to consider various factors and weigh the advantages and disadvantages to make a better strategy for the development of the enterprise.Existing literature study more in the case of homogeneous supplier to study the expression and the influence factors of the bidding strategy and real participation in government procurement enterprise is heterogeneous,the more differences between enterprises is not only lies in its own production capacity,the main business of the enterprise,the survival of enterprise goal,the goal of the enterprise,the nature of the enterprise,will affect the bidding strategy of the enterprise.By relaxing the assumption of the homogeneity of existing literature,the research on bidding strategy is closer to the reality of government procurement.Multi-attribute procurement and makes enterprises bidding not only consider the price,easy to study,to deliver quality attributes,non-price factors such as time,product after-sales,ancillary benefits as a single quality factor,the bidding strategy of enterprise should be a combination of quality and price,namely the enterprise winning the bid evaluation standards should be on a combination of comparison,under such bid evaluation criteria,the tender strategy for enterprise will produce two kinds of circumstances,under the scope of the quality of the enterprise itself can bear,provide relatively high prices and relatively low price,the price will win or enterprises are more willing to provide the price depends on the understanding of each other,From the perspective of the enterprise itself and from the perspective of the market the impact of the price of the enterprise.When the enterprise is homogeneous,the bidding price of the enterprise decreases with the increase of the number of participating enterprises,and the target function of the enterprise is profit maximization,which is relatively higher than that of the enterprise with profit maximization as the target function.When the enterprise is a heterogeneous enterprise,the bid price of the enterprise is affected by the number of participating enterprises and also by the heterogeneity of the enterprise.It is concluded that when the production capacity is different,the bid price is different.
