Policy Suggestions On The Establishment Of Commercial Breeding System In Zhejiang Province-

In this paper,based on the perspective of government management,the construction of commercial breeding system,which is an important strategic requirement for the development of seed industry in Zhejiang Province,is studied by means of literature review,interview and survey,statistical data analysis,etc.This paper analyzed the background of the construction of commercial breeding system in Zhejiang Province,carried out the analysis of the elements of the construction of commercial breeding system in Zhejiang Province,such as enterprise innovation subjects,talents,technological achievements,funds and so on.It was clear that on the premise of achieving good development basis,the pattern of taking enterprises as the main body of breeding innovation had not yet been formed.Breeding talents mainly concentrated in scientific research institutes and higher education institutions.Institutions such as colleges and universities,enterprises'investment in breeding research and development is seriously insufficient.There are still many constraints on private industrial and commercial capital investment in commercial breeding,as well as misunderstandings in the construction of commercial breeding system.The paper also starts with the important role played by the governments of the United States and France in promoting the construction of their own commercial breeding system,and analyses the common means of successful experience of foreign governments in the construction of commercial breeding system,so as to provide a successful experience for the government of Zhejiang Province in the construction of commercial breeding system.Based on the perspective of the government,this paper puts forward some suggestions on the construction of commercial breeding system in Zhejiang Province,such as correcting the misunderstandings in the construction of commercial breeding system,setting up a guiding group for the construction of commercial breeding system in Zhejiang Province,innovating the incentive mechanism of main interests in commercial breeding system,speeding up the cultivation of innovative main breeding enterprises in commercial breeding system,starting the project of protecting excellent breeding talents,and opening up new opportunities.Policy suggestions include establishing pilot areas for commercial breeding system,actively guiding private industrial and commercial capital into commercial breeding and strengthening the protection and transformation of intellectual property rights of scientific and technological achievements in seed industry.
