In recent years,more rural young people tend to emigrate to cities,and agricultural labor tends to be aging.It is imperative to change the mode of agricultural production,encourage moderate circulation of rural land,and expand the scale of land management.The soundness of rural old-age security system has become a driving force.One of the important driving forces for rural residents to carry out land transfer,can social pensions replace land for the elderly?It has also become the focus of research.Based on this background,this paper empirically studies the impact of pension security income on rural residents' land transfer willingness using 2013 and 2015 CHARLS data.Firstly,the Logit method is used to clarify the internal relationship between the income of old-age security and the willingness of rural residents to transfer land,and adopt a subdivided pension security model,sub-regional sample regression,analysis of the structure of pension income,and deletion of samples under 60 years old,and deletion of the previous issue.The robustness test of household samples has been discussed.In addition,the implementation of the land transfer system will promote the development of agricultural scale and agricultural industrialization.It also means that more and more farmers will lose the right to operate the land in the long-term or short-term,and the land will gradually concentrate on the new agricultural management entities.For the individual peasants,after the land transfer,due to the inability to obtain sustained and stable income to meet the needs of life,especially after the land transfer,the problem of aging of the peasants has become increasingly prominent.Based on the consideration of the above factors,this paper further uses the PSM method to analyze the evaluation of the effect of rural residents' pension security after the land lease,mainly discusses the labor supply status,consumption level and life of the farmers after the farmer rents the farmland.Satisfaction,degree of depression,etc.,compared to whether there is improvement before renting out.Compared with the existing literature,many studies believe that the improvement of the level of old-age security can help farmers to transfer land,mainly focusing on the relationship between social pension(new rural insurance)and land transfer,and rarely family pension.Social pension and land pension are put into the same framework to explore empirical research on the relationship between land and land transfer.The income of a family's old-age security comes from a variety of channels.This paper explores whether the pension security income has a substitute effect on the land security function,and also goes deep into the income source of the old-age security.The specific study compares the two types of pensions:family pension and land pension,the impact of social pension sources on the willingness of rural residents to transfer land.At the same time,after the land transfer,the stable income model based on the land was broken,and the quality of the rural residents' pension was improved.This is also an extended discussion of this issue.The main conclusions of this paper are as follows:(1)The higher the total income of old-age security,the more farmers tend to rent out agricultural land,but the impact on the rent of agricultural land is not great.Compared with family pension and land pension income,the increase of social pension income does not significantly increase the farmer's tendency to rent out farmland,but it may encourage farmers to transfer farmland.(2)Among the social pension income,whether it is new rural insurance income or other social security income,it has significantly increased the farmer's agricultural land renting tendency.In the regression of sub-regional samples,the impact of social pension income on farmers'agricultural land rent propensity decision-making is mainly reflected in the western region.From the regression results of the proportion of various types of old-age security income to farmers'agricultural land transfer decision-making,it can be known that the increase of land old-age income has a great influence on farmers'agricultural land transfer decision-making,and the proportion of social pension income The improvement does not promote the transfer of agricultural land.(3)From the evaluation of the quality of endowment insurance for farmers after renting land,in comparison,the labor supply of agricultural land renters is 4.35 hours less than the weekly work of non-rental households.The total consumption was 18.7 percentage points higher than that of non-renters,and the Engel coefficient decreased by 2.7 percentage points.The life satisfaction of farmer renters was 9.1 percentage points higher than that of non-renters.In order to effectively improve the efficiency of land transfer and the quality of farmers' old-age security,policy makers should gradually improve the rural social endowment security system and promote the implementation of agricultural land transfer policies.Specifically,first,clarify the property rights of rural land and effectively promote land transfer.Government makers need to adapt to local conditions,formulate appropriate range of rent price fluctuations based on land value,and encourage transfer farmers to participate in new agricultural operations.Second,implement and improve the social pension insurance system.Specifically,it is possible to provide preferential subsidies to farmers with lower household incomes or to implement preferential tax policies for local social pension insurance institutions to support low-income farmers to participate in insurance.Third,it is properly compatible with the social security system and the farmland transfer policy.The development of new types of agriculture will expand the channels for farmers to increase their income so that farmers can obtain employment security after the land has flowed out,and fundamentally promote rural land transfer.This paper provides a new perspective for promoting the moderate scale operation of agricultural land,improving the efficiency of human resource allocation in agricultural management activities,and promoting the construction and improvement of rural old-age security system.
