The rural old-age security is the core issue of social security in rural areas. Since ancienttimes, the family pension is the main form of old-age security in rural areas. As the basis offamily pension, the land provide not only the main content of employment security, means ofsubsistence and medical security, but also the main carrier of the farmers’ old-age security.Farmers take up a large number in the Chinese society, social instability are mostly from them.Since farmers living in the bottom social relations for a long time in our country, most of themhave not retirement pay, labor insurance pension and public medical security. They can onlyrely on the land to survive, because of they can not work anymore when they are old. Themanagement of rural land are be more large-scale with the implementation of land transfer,many farmers transfer their land to others, it is favorable for optimizing the rural landresource and realizing the industrial management of agriculture; it is favorable for speedingup rural labor migration and quickening the pace of urbanization; it is favorable for improvingthe land quality and increasing the contracted income.These provide really some newopportunities to the rural old-age security. But for the reasons that imperfect pension systemsof land-lost farmers, non-standard program of land transfer, the measures governmentsupporting rural old-age security are not in place, the imperfect management system, thedecreased economic income of farmers, family pension is difficult to satisfy the pensiondemand of old farmers, so that old people lose the security of agricultural production income.Coupled with the wavered traditional filial duty culture and other reasons, the pension issuesof the empty nest elderly, the child-lost elderly, the land-lost elderly are in trouble. Theold-age security the land provide is gradually weakened, the social insurance migration andtransition are difficult. The implementation of land transfer system created opportunities inour rural old-age security, it brought some difficulties as the same time. Therefore, it is aimportant issue of new rural construction in China that built a rural old-age security whichadapt to the actual situation at present in rural areas. At present, while researching the old-agesecurity, the scholars in China focus mostly on social pension security in city, the research onrural old-age security is not systematic, so this research has a systematic historicalinvestigation and present situation analysis on family pension and social pension. This articleanalyzed the influences and the reasons the land transfer has brought on the basis of presentsituation the rural old-age security. Combined with empirical material, it explore the thoughtof construction of our rural old-age security system under the background of land transfer, andthen concluded, that build a rural old-age security system which based on the family pension, mainly of the social pension, complementing with commercial pension. And by the measuresof building and perfecting the institution the social old-age security, regulating and perfectingthe implementation of land transfer system, building and perfecting relevant laws andregulations, publicizing intensely the rural old-age insurance, promoting employability ofland-lost farmers to improve the rural old-age security system.
