The Effect Of Pension Insurance On Land Transfer And Its Groups Difference

For a long time,land security is one of the main ways of old-age security for Chinese farmers.Meanwhile,farmers' dependence on farmland also seriously hinders the development of rural land circulation.In recent years,rural pension insurance has been gradually promoted and rural land transfer also has been accelerated.In such background,further clarifying the influencing mechanism of pension insurance on land transfer and its group difference is beneficial to combine the two together and strengthen the pertinence of system design.It also has great significance for promoting scale and modern development of agriculture,and improving Chinese pension insurance system.At first,we qualitatively analyze the influencing mechanism of pension insurance on land transfer,combining farmers' behavior theory and labor supply theory.Then,empirical test is made using Probit model and Tobit model,based on the CFPS data,which is a national large sample survey data.At this stage,we use'whether to participate' and 'rate of participation' to measure farmers' behavior of participating pension insurance,meanwhile,use 'whether to transfer' and 'rate of transfer' to measure farmers' behavior of renting out land.And we analyze the difference of the effect between different age groups.Besides,the robustness of the conclusions is examined from both data and method way.The result indicates that:(1)From overall,pension insurance still has significant impact on land transfer,after controlling the influence of individual,family,village and regional factors.Besides,the higher is the rate of participation,the higher is the rate of land transfer.(2)Separately,the effect of pension insurance for young family is not significant,while it has obvious promotion on land transfer for old family.This further suggests that the significance of whole sample actually is because of the sample of old family.Finally,based on the conclusion and findings above,we propose following policy suggestions:First,explore innovative mode of using land transfer income to support pension insurance,and promote coordinated development of land transfer and pension insurance to enhance the policy effect together.Second,pay attention to the group differences and regional differences when designing system.Third,establish intermediary organization of land transfer,and improve the land transfer system.Fourth,give farmers more adequate and stable land rights,and specify land expropriation procedures and compensation standards.
