| With the transformation of China's economic growth mode,innovation drive has became the core force of regional economic development.All localities are constantly increasing investment in innovation,striving to improve the level of innovation output in the region,so that the regional economy can develop healthily,but Due to the differences in resource endowments and industrial policies across China,there is still a large gap in innovation performance between regions.Independent technology research and absorption of international technology spillovers are two major channels for improving regional innovation performance.Especially since 2010,the amount of foreign direct investment in China has been among the highest in the world,becoming one of the most attractive foreign countries in the world.With the continuous influx of foreign capital,the extent to which FDI has promoted the improvement of technological innovation in China has become the focus of scholars.Foreign direct investment is not only the investment of funds,but also theadvanced technology level and management experience of foreign capital from developed countries is more important.The technology of digesting and absorbing FDI spillovers has become a shortcut to rapidly improve domestic technology.However,the different basic conditions of each region have caused the difference in comprehensive absorption capacity of the region.This paper selects the panel data of 30 provinces in China from 2006 to 2015,and studies the relationship between FDI technology spillover-regional comprehensive absorption capacity-regional technological innovation level.In terms of the measurement of regional absorptive capacity,this paper abandons the traditional practice of using the single indicators such as human capital level and financial development degree to express regional absorptive capacity.The absorption capacity of the region is the result of various basic conditions.The substitution of a single indicator is subjective and one-sided.Therefore,this paper summarizes the three levels of knowledge absorption ability:knowledge acquisition ability,knowledge transmission ability and knowledge utilization ability.The article selected 13 indicators including the development level of the region,infrastructure construction,human capital level,opening degree,and regional marketization degree.The factor analysis method was used to deal with multiple indicators.The article draws the comprehensive absorption capacity of each province in China and incorporates it into the subsequent research model.After theoretical analysis of the relationship between FDI technology spillover-regional comprehensive absorptive capacity-regional technological innovation level,this paper selects the threshold panel model and conducts an empirical test.The results show that:(1)Absorptive capacity has a double threshold effect in the process of FDI technology spillovers affecting regional innovation,When the comprehensive absorption capacity of the region is very low,the basic conditions and human capital conditions of the region are not good enough to effectively undertake the advanced technology of FDI spillover.At this time,the promotion of FDI to the regional innovation level is very weak;When the absorption capacity of the region is between the first threshold and the second threshold,the economic development level,human capital status,and openness of the region are all at the middle and upper levels of the country,which has certain attraction for foreign investment.Therefore,it can fully absorb the advanced technology of absorbing FDI spillovers.On this basis,there are enough scientific research conditions and scientific research strength to help them carry out secondary innovation of technology.At this time,FDI technology spillover has obvious promotion effect on regional innovation performance;However,when the absorption capacity crosses the second threshold,the FDI technology spillover will still positively promote the regional innovation level,but the effect will be reduced.The possible reason is that the highly developed regions have stronger independent research and development capabilities,so the proportion of FDI technology spillovers driving innovation will be reduced.(2)From the perspective of absorptive capacity itself,it has a significant positive effect on regional innovation performance.It can be seen that the hard foundation conditions of the region are the cornerstone for enhancing regional innovation capability,The region's strong absorption capacity can attract more foreign capital with advanced technology,and it can fully utilize its spillover technology to achieve the absorption and reuse of technology.(3)From the other aspects of performance improvement in the affected area,among the other two ways of international technology spillovers,foreign direct investment has a more obvious effect on regional innovation than foreign economic trade;Among the two major ways of domestic independent research and development investment,the effect of R&D capital investment on regional innovation output is greater than the input of scientific research personnel.Under the background of the new economic normal,China is vigorously promoting innovation and development.Combined with the empirical research results of this paper,the following policy recommendations are proposed for how to improve innovation performance in China:(1)The region needs to have a certain absorption capacity by attracting foreign investment to stimulate regional innovation and development.The absorption capacity is too low,and the advanced technology of FDI cannot be fully utilized.Therefore,each province should focus on finding out the shortcomings of its absorption capacity and actively promote it.(2)While improving the absorption capacity to undertake the advanced technology of FDI spillover,each region cannot ignore the important role of regional independent research.The fundamental purpose of digesting and absorbing FDI technology is to promote the enhancement of independent research.(3)In the process of vigorously developing innovative economy,all regions must take into account independent research and absorption of innovation,increase the intensity of opening up to the outside world,and absorb all-round technology in all aspects to help the gradual improvement of the level of innovation.innovation output effect due to the amount of scientific research personnel input. |
