Research On The Reform Of Customs Supervision Methods In Free Trade Port Zones

The report of the 19th National Congress of the PCP has proposed that the free trade pilot zone should be granted broader reform autonomy and explore the construction of a free trade port.On March 30,2017,the State Council’s "Towards a comprehensive deepening of the China(Shanghai)Pilot Free Trade Zone Reform and Opening Program" was deployed in HaiNan.The special customs supervision area such as Shanbao Bonded Port Area and Shanghai Pudong Airport Comprehensive Bonded Zone,a free trade port area was established;in November 2017,Vice Premier Wang Yang of the State Council wrote in the "Report of the 19th National Congress of the Communist Party of China" and stressed that"Exploring Building a free trade port with Chinese characteristics and creating an open new highland with a higher level of openness,a better business environment and a stronger radiation effect is of great significance for promoting the development of an open economy." On April 13,2018,President of the State Xi Jinping announced at the celebration loventhon of the 30th anniversary of the construction of the HAINAN special economic zone in Hainan Province:"The central government decided to support the construction of a free trade pilot zone in Hainan Island,and support Hainan to gradually explore and steadily promote the construction of a free trade port with Chinese characteristics." This marks the beginning of the practice of exploring the construction of a free trade port.In March 2018,Tan Chengxu,the deputy and mayor of the National People’s Congress,presented the "Proposal on Supporting Dalian to Build the First Batch of Free Trade Ports in China" to a meeting of the 13th National People’s Congress.As a traditional seaport city,Dalian has a profound advantage in developing a free trade port based on the development of the Dalian Free Trade Zone.The construction of a free trade port is imperative.Dalian Customs should make a difference.As an entry and exit customs supervision and administration authority,China Customs has management responsibility for the import and export business of free trade ports.On the one hand,it is necessary to guide the design of free shipping port warehousing,logistics,operation,layout and other preliminary plans;on the other hand,it is responsible for regulating the import and export of goods and goods in the development of free trade ports,managing processing trade activities in the port area,and statistical entry and exit.Trade data,smuggling and other duties.The construction of China’s free trade port is still blank.The study of customs supervision methods under the free trade port area is still unpopular in China.In the face of new types of special supervision areas,the customs supervision mode should be changed.What?How to manage?What is the effect?These three contents are issues that Chinese customs need to think about.Based on the summary of the past customs supervision methods,this paper explores the customs supervision method that is more conducive to the development of free trade ports according to the characteristics of "domestic customs","special economic functions" and "bonded convenience" in the free trade port area.It has a double meaning in theory and reality.This article compares the main methods of international relevant customs supervision with excellent management experience.On the premise of meeting the economic development of Dalian,the advantages and disadvantages of Dalian Customs in the process of supervision of free trade zone were compared,and the key blind spots and innovations in the process of supervision of Dalian Free Trade Port Area were put forward,and Dalian free trade was envisaged.The situation after the completion of the port construction.Summarize the five major problems,analyze them,and propose corresponding solutions.In anticipation of the completion of the construction of the Dalian Free Trade Port Area,Dalian Customs can prepare in advance to cope with the changes in the form and better serve the national economic construction and Dalian local economic construction.Among them,the key points involved are the "central relationship" between customs supervision and local interests,tax collection,logistics supervision,human resources reform and the promotion of local economic development.The author focuses on the economic development of Dalian and the key points and difficulties of Dalian Customs’previous reforms.I hope to find a strong supervision method for the supervision of Dalian Free Trade Port Area.By comparing and analyzing the previous reform experience of Dalian Customs,this paper proposes that the basis of China’s customs reform is to ensure national interests and develop the domestic economy.It is proposed that all reforms should be considered in the process of reform,especially the existence of "central relations" between customs reform and local economic development.However,in the process of writing,due to the lack of research experience and insights of the author,it is still impossible to propose perfect reform measures.Some measures lack further research and practice in specific operations,so further improvement and consolidation are needed.
