Research On The Improvement Path Of Dalian Customs Clearance Efficiency From The Perspective Of "single Window"

With the world economic recovery in 2017,industrial production,international trade and other fields is developing and economic is incresing.In a good international economic environment,China's foreign trade is also heating up,and the volume of import and export commodities is increasing,and the amount is increasing.But "reverse globalization" and trade protectionism are beginning to rise.In July and August of this year,the United States imposed tariffs on China's 50 billion US exports to the United States and continued to create trade barriers.The United States is China's largest trading partner,and the implementation of its unilateralist policy has had a tremendous impact on China's international trade.To break through trade barriers,and to attract more strategic partners on a global scale,our country began to explore how to improve the efficiency of international trade by realizing trade facilitation,and reduce transaction costs.The construction and use of"single window" is a trade facilitation measure that China is vigorously promoting,which could rebuild the customs clearance process,improve customs clearance efficiency and reduce international trade costs.China has implemented the "single window" customs clearance mode in various customs areas across the country,and have gotten very significant results.As the throat of foreign trade in Northeast China,Dalian is also the earliest pilot area to use "single window".The construction of "single window" has been relatively perfect,but the efficiency of customs clearance still cannot be recognized by the majority of enterprises.How to effectively rely on the "single window" innovation customs clearance mode to further improve the efficiency of customs clearance has become an important topic for the current study in Dalian.After studying the research results of experts and scholars at home and abroadin the fields of "single window" and "passover efficiency",Basing on public management and process reengineering theory,the paper conducted questionnaires and interviews.lt is found that the following problems exist in the process of customs clearance in Dalian customs area,such as the complicated filing of documents and the poor cooperation of various departments.In this paper,the main reason is that the "single window" construction lacks legal norm support,the customs clearance process needs to be optimized,the coordination mechanism of each functional department is not perfect,and information sharing is not smooth.On this basis,this paper proposes four ways to improve the efficiency of customs clearance for the actual situation of Dalian customs area:improving the "single window" legal norms,optimizing the customs clearance process under the "single window",improving the "single window" involving the coordination mechanism of various functional departments,and strengthening the "single window"information sharing.The "single window" customs clearance mode is actually the whole process of customs clearance,and it is the integration and optimization of all links in the "big customs clearance".The "single window" construction of Dalian Guan District is still in its infancy.It is necessary for the joint efforts of the central,local,and port inspection departments and various relevant units and enterprises to promote their continued rapid development and improvement.In the long run,the "single window"customs clearance mode is the most important measure to save international trade costs and promote international trade facilitation.The development of "single window" will present the following three trends:the "single window" operating system is increasingly simplistic and convenient;the "single window" customs clearance mode is increasingly closely related to the enterprise;the "single window"overall construction will be increasingly More integrated.
