Research On The Problems Of The Single Window Construction In Dalian

Due to the substantial growth of international trade in China,the customs clearance is also facing great challenges.Among the factors restricting the development of international trade in China,the problem of low level of trade facilitation is becoming more and more prominent.Including Dalian port,our current customs clearance mode has many problems,such as there is too many management departments,too many regulatory links,and the customs clearance is not efficiency,the law enforcement is not unified,besides,the information is interrupted.These problems have extend the customs clearance time,reduced the efficiency of customs clearance,and weakened the competitiveness of enterprises.Enterprises and local governments hope that customs clearance could be more convenient,and customs clearance procedures could be simplified.Dalian port is an important gateway for the Northeast region in China.The government hope that Dalian port can play an important role in foreign trade,as a result,the Dalian Free Trade Zone was set up.Dalian single window construction is an important content and a major work in the Dalian Free Trade Zone.The Dalian government should take good chance of this opportunity to reform management system,and take the new concept of development of the management system to promote the Dalian free trade zone construction.Therefore,Dalian should take advantage of this policy,strengthen the single window construction of international trade at Dalian port,and escort the development of international trade in Northeast region in China..In this paper,three methods of research had been used,as literature research,questionnaire survey and comparative research.There were three major problems in the Dalian customs clearance.Firstly,there was high repetition rate in the declared data.Secondly,cross sector data sharing was weak.For more,the construction of single window didn't meet the needs of enterprises.There were also three causes of these problems.There were multiple departments managed customs clearance,and their data standards were not unified.Furthermore,enterprises were not involved in the design of single window.After analysis of three modes of foreign single window,such as single institution mode,single system mode and single platform mode.With the study in the single window in Shanghai Free Trade Zone and Xiamen for their successful experience of construction and management.Finally,combined with the specific situation of Dalian port,Dalian single window construction should take the measures as follow.The government should strengthen the organization and leadership,establish information sharing mechanism,and strengthen the supporting funds guarantee.Last but not the least,intensify propaganda and guide enterprises to use skillfully.
