Since the reform and opening up,rural labor has flowed to the cities on a large scale,a large number of agricultural land has been abandoned,and the aging of the agricultural population has become increasingly serious.There are shortcomings such as small scale and fragmented land.Objectively it requires the re-allocation of rural land resources,thereby improving the efficiency of agricultural land resource utilization.However,the ownership relationship of rural assets under the current land system has not been fundamentally clarified,and the land transfer between farmers is difficult to obtain legal protection.Therefore,the large-scale registration of rural land rights is the primary task of rural property rights system reform.The farmland confirmation system,which has been piloted nationwide since 2011,is the first to register and award farmer contracted land on the basis of actual measurement,thus laying a property rights foundation for the large-scale transfer of agricultural land.In 2013,the No.1 Document of the Central Government clearly stated that "the rural land contracting management right registration and certification work will be basically completed in five years",thus confirming that the work is fully carried out in China.The comprehensive development of land confirmation rights is conducive to guaranteeing farmers' land contractual rights and interests according to law,clarifying the ownership of land contractual management rights,and providing a strong original basis for safeguarding the legitimate rights and interests of farmers' land contracting.At the same time,by promoting the transfer of land management rights and developing moderate scale operations,it is conducive to optimizing the allocation of land resources and improving labor productivity,promoting the promotion and application of agricultural technology and agricultural efficiency,and increasing farmers' income.Now that the target period of land confirmation is approaching,whether the confirmation of the right to achieve the expected effect remains to be tested.This paper establishes a random effects regression model,using the three-stage panel data of the China Health and Pension Tracking Survey(CHARLS),with about 8749 households in 450 village-level units as research objects,with land certificates and land adjustment as the main explanatory variables.Study its impact on agricultural output value and non-agricultural labor force,and use the median variable method to prove that farmland confirmation has an impact on the production choice behavior of farmers through the factor bias of productivity,so as to better understand how institutional factors affect farmers' production choice behavior.This is critical to understanding the underlying dynamics and helping design policies to avoid the increase in rural and urban inequality without having to go through very expensive and potentially distorting transfers.The research results have the following conclusions:(1)The productivity change brought by land confirmation belongs to land-augmenting productivity change,land confirmation can promote agricultural productivity and agricultural labor intensity to improve,and improve the welfare level of farmers;(2)Land is indeed The productivity increase effect of power is greater than the labor transfer cost reduction effect,and the labor force is transferred from the non-agricultural sector to the agricultural sector;(3)It is proved by the mediation effect method that the farmland determination power has an impact on the farmers' production choice behavior through the factor bias of productivity.Then,the paper uses the propensity score matching method to test the robustness of the model.The ATT estimator and the parameter coefficient of the random effect model are consistent in symbol and significance,indicating that the model is robust.Finally,the following policy recommendations are proposed:reducing the mandatory land adjustment policy,stabilizing the land contracting relationship;improving the dispute resolution mechanism for farmland property rights,promoting farmers to establish legal awareness of farmland transfer;further strengthening the power of land confirmation,and guiding the management rights of farmland Order circulation;continue to protect land property rights,enhance land resource endowment;promote infrastructure construction,encourage public investment and broaden farmers' financing channels.The innovation of this paper is that most of the past literature regards agricultural productivity and farmer production choice behavior as two irrelevant outcome variables,respectively discussing the impact of land determination on agricultural productivity and non-agricultural labor supply,without discussing the relationship between the two relevance.This paper characterizes the factor bias of agricultural productivity from the two aspects of agricultural output value and labor per acre.While studying the influence of land confirmation on agricultural productivity and farmers' production choice behavior,it uses the intermediary variable method to prove the land right through productivity.Factor bias has an impact on agricultural productivity.
