Studies Of The Problems And Countermeasures Of Yingkou Government Investment Promotion

Investment promotion is the product of economic opening to the outside world,with a main purpose to attract foreign resources to invest in the local region through various means.Under the condition of fierce competition among countries and regions,investment promotion has basically been regarded as the key task of the local government economic work.As the coastal city of Liaoning,Yingkou insist project centered,completely developing local development advantages,making great efforts to investment activities and successfully introduce a file of large projects and good projects,which enhanced the fast development of Yingkou local economy and society.With the economy stepping into the new normal and the local investment promotion faces unprecedented challenges and difficulties.Under this general background,the current investment-promotion mode of Yingkou Municipal Government reflected a series of problems.How to solve the problems existing in the investment promotion of Yingkou government make great sense in improving the local government investment promotion and promoting sustained and healthy development of Yingkou economy and society.Based on the relevant research results of investment promotion,and the main research methods of literature research,survey research,and qualitative analysis,this paper researches based on the basic idea "researching current condition--searching problems--analyzing reasons--posing countermeasures".Based on the brief introduction of Yingkou and its recent investment promotion situation,the paper analyzed the investment promotion problems of Yingkou such as high cost,single mean,lower-quality projects,government dishonesty etc,and pointed out that the government's outdated investment-promotion idea,unreasonable performance evaluation mechanism,not perfect investment institutions,personnel and market mechanism,and the investment environment needs to be optimized are the important causes of investment promotion problems in Yingkou city.Finally,from the transformation of government functions and investment promotion idea,the reform of investment promotion evaluation and supervision mechanism,strengthening the investment planning guide,optimizing the investment institutions and team construction,cultivating the market main body of investment,and improving the investment environment,this paper proposes the countermeasure to solve the problems of Yingkou municipal government investment promotion,in order to better play the function of the local government,improve the quality and efficiency of investment promotion,and provide a reference for promoting the healthy development of local economy and society.The innovation of this paper is to point out that the defective investment institutions is an important cause affecting Yingkou investment efficiency according to the specific circumstances of Yingkou municipal government investment promotion;simultaneously,considering fully the new opportunity and the unique advantages Yingkou Free Trade Zone brings,this paper puts forward that Yingkou should spare no efforts of the city to take the free trade zone construction as the primary task.Through enhancing the system innovation to create new advantages of investment promotion,the measures become more targeted and practical.
