The Research On Financial Risk Compensation Mechanism Of Agricultural Science And Technology In Hunan

Agricultural science and technology innovation is the basic of agricultural development,and it is also an important measure to achieve the transformation of Hunan province from "agricultural province of lager area" to " agricultural province with completely scientization".The inner core of agricultural scientific and technological innovation is scientific and technological innovation,while the outer core is financial innovation.But due to the low quality and level of agricultural technologies,and the problem of multi-agent participant,such as government,agricultural enterprises and farmers,which causes the uncertainty in the process of industrialization of agricultural science and technology innovation.the maximization benefit chaser of financial capital " dislike" agriculture,reduce the thrust of financial innovation for agriculture,which severely hampered agricultural development of scientific and technological innovation.By strengthening the agricultural science and technology innovation and financial capital allocation,to establish new science technological service pattern of agricultural science combining financial technology(agricultural science and technology and financial innovation),the government should complete the financial supply and risk compensation mechanism,to strengthen the agricultural financial institutions of agricultural scientific and technological innovation risk sharing and compensation,which would make a great contribution to coordinated development of agricultural science and technology innovation and economy.The agricultural science and technology financial risk compensation mechanism was selected as object for this study,from the perspective of agricultural science and technology financial participant such as government,agricultural science and technology financial institutions and agricultural science and technology enterprises,the current situation of financial developmental in Hunan province agricultural science and technology were analyzed,domestic and abroad agricultural science and technology financial compensation mechanism were compared,and proposed a new agricultural science and technology of countermeasures of financial risk compensation mechanism to adapt to the present situation Hunan province,which will provide a theoretical basis for establishing agricultural science and technology for the future risk compensation mechanism.The first chapter of this study is the introduction part,which mainly elaborates the research background,research significance and research status at home and abroad,providing ideas for the topic selection of this study.The second chapter is the part of concept definition and theoretical basis,mainly elaborates the relevant concepts defined and adopted in the research process of agricultural scientific and technological financial risk compensation mechanism,and lays a theoretical foundation for the research of agricultural scientific and technological financial risk compensation mechanism.The third chapter analyzes the development status and problems of the risk compensation mechanism of agricultural science and technology finance in Hunan province,providing important support for the construction of the risk compensation mechanism of science and technology finance adapted to Hunan's agricultural characteristics.The fourth chapter is a summary of successful experience at home and abroad.It mainly analyzes the risk compensation mechanism of agricultural science and technology finance in Shandong province,Qinghai province,the United States and Japan,and provides a reference for the establishment of scientific and technological financial risk compensation mechanism adapted to Hunan's agricultural characteristics.The fifth chapter is the countermeasures and suggestions,respectively from the perspective of the government,financial institutions and agricultural science and technology enterprises,and put forward the countermeasures to improve the risk compensation mechanism of agricultural science and technology in Hunan province.
