Performance Evaluation Optimization:Customs Credit Management Policy

The Customs credit management policy is the legal basis for the Customs to implement the differentiated credit management according to the credit rating of the enterprise as the national import and export cargo supervision authority.In order to adapt to the construction of the national social credit system,the General Administration of Customs has issued a number of credit management policies since 1988.All the credit management policies have stipulated the identification standards and management measures for enterprises of different credit ratings.The current Customs credit management policy is the“Measures for the Enterprises Credit Management of Customs of the People's Republic of China”and its supporting"Certification Standards",which were revised and promulgated in 2018.Whether the criteria for determining the credit rating of enterprises is reasonable,whether the management measures are effectively implemented,and whether the credit management policies play a positive role in Customs enforcement,government management,and promotion of import and export trade are problems that need to be resolved during the formulation and implementation of the Customs credit management policies.Therefore,based on the theory of public policy performance evaluation and the practice of the credit management policy of the General Administration of Customs,this paper uses literature research methods,quantitative analysis methods,questionnaire survey methods and other research methods,and strives to pay equal attention to both theory and practice,so as to explore the optimization performance evaluation of Customs credit management policies.This research mainly includes the following parts:Firstly,research on the existing policy performance evaluation and the credit management of import and export enterprises of China Customs,analyze related factors of Customs import and export enterprises' credit under the background of big data and "Internet+",and determine the performance evaluation objectives of Customs credit management policies.Secondly,based on the data of 42 district customs of June 2017,construct a model for performance evaluation of Customs credit management policies.Thirdly,combining with the questionnaire survey,analyze the "satisfaction" of the management object of Customs credit management policy.This research will provide theoretical and practical reference for research in related fields at home and abroad.It will also be useful for exploring the most competitive open customs supervision mechanism and enhancing the enterprises'sense of acquisition.
