Research On The Influence Of One Project One Decision And Fiscal Incentive Supplement On The Supply Of Public Goods In Rural China

In February 2008,in order to improve the enthusiasm of villagers and village cadres to raise funds and to broaden the channels of funding,The Central Government issued the notice on developing the pilot Project of Public Welfare Construction at the Village level.On the basis of the villagers'raising funds and labor,the central government subsidized and rewarded public projects in proportion,thus forming a supply mode of private provision and public assistance.By 2011,the policy of One Project One Decision and Fiscal Incentive Supplement has been extended to the whole country,and has become the main mode of public goods supply in rural China.The reasonable Evaluation and Analysis of the implementation effect of the One Project One Decision and Fiscal Incentive Supplement policy is practically significant for improving the supply of public goods at the village level in our country and improving the system of governance at the grass-roots level,thus promoting the development of rural economy and society.This article will use the nationally representative micro panel data,China's Rural Governance Survey(CRGS)data,to establish a DID model and examine the influence of the policy on village-level public investment and whether to better serve the needs of the village-level public investment preference,etc.The suggestions for the perfection of the policy are put forward.The research of this paper shows that the policy of One Project One Discussion and Fiscal Incentive Supplement can significantly increase the total amount of public investment,and better meet the demand preference of public investment at the village level,namely it's helpful for the village to build the public investment projects that are most needed by the villagers.To a certain extent,it can alleviate the current situation of insufficient supply of public goods and imbalance of supply and demand in rural areas.However,the policy did not significantly increase the contributions from the village community and villagers.Through the heterogeneity analysis,the study also found that in the villages close to the township government and the village committee near hardened road,One Project One Discussion and Fiscal Incentive Supplement policy can significantly improve the self-financing of the villages.In addition,there are some political achievement effects.China should continue to improve the policy,constantly increase the supplement and the publicity,reasonably design the mechanism of village cadres'performance evaluation,strengthen the rural collective economy,so as to better play the driving role of financial funds,promote the integration of urban and rural areas,and realize the revitalization of rural areas.
