Maize is the key area for the reform of the supply side of agriculture.Since the reform and opening up,the stage of China's corn market has been in short supply,basic balance,and oversupply.This paper is mainly aimed at the stage of China's corn market from the basic balance of supply and demand to oversupply,including the dilemma in the process of transformation,the exploration of corn policy and the current progress,effectiveness and promotion of corn storage system reform.Especially after the reform of the temporary storage policy,the development of the corn market has been closely watched by all sectors of society.In 2008,the state implemented the corn temporary storage price policy,which alleviated the economic pressure of corn growers,solved the corn sales,stabilized the corn market,and had a greater impact on China's corn,but the policy was also controversial.The temporary storage and storage policy of corn is a double-edged sword.It not only regulates the supply and demand of the corn market,protects the income of farmers,stabilizes the domestic market,but also releases some negative effects.For example,the price of corn at home and abroad,north and south,is upside down,and domestic corn prices remain high.Maize deep processing enterprises have difficulties in operation.To this end,in 2015,the government lowered the temporary storage and storage price of corn for the first time.In 2016,the relevant state departments adjusted the corn policy of the three provinces and Inner Mongolia to a new mechanism of “market acquisition + producer subsidy”.The price of corn was formed by the market.The central government will subsidize the producers of the corn producing areas with special funds.The purpose of this corn policy change is to reduce domestic corn market prices,optimize grain planting structure,reduce foreign corn imports and destocking.Based on the previous researches on the supply and demand mechanism of corn,this paper builds a simultaneous equation model based on the data from 1992-2016,including supply model,demand model and price model.In the empirical method,this paper adopts the three-stage least squares method to study the impact mechanism of the temporary storage policy on China's corn supply and demand.The empirical results show that the implementation of the temporary storage policy has a positive impact on the corn planting area and corn import,and has a negative impact on the corn export,and the temporary storage policy has positively increased the price of corn during the implementation period.Significant influence.Through the study of the grain subsidy policies of the United States and Japan,it is found that the United States and Japan have paid attention to the sustainable development of agriculture in the changes of food policies in recent decades,aiming at increasing the income of farmers and increasing the amount of agricultural subsidies.These conclusions have important reference significance for the supply-side reform of China's grain market.In the early stage of the corn temporary storage policy reform,the new policy is still in the exploration stage,and there are still many problems.For example,the farmers' income is lower than the temporary storage period,the corn sales are difficult,and the inventory problem still has a long way to go.Based on the reform of the temporary storage and storage policy of corn,this paper summarizes and summarizes the actual reform progress and effectiveness of China's corn storage,and uses scientific evidence to study the supply and demand mechanism of the corn market,drawing on the food subsidy methods of the United States,Japan and other countries.It proposes a policy plan to improve the reform of corn producer subsidies and further provide a basis for the introduction of China's future food protection policies.
