The Chinese government attaches great importance to the improvement of the efficiency of grain production technology.The Chinese government successively puts forward the strategy of “grabbing grain on the ground and storing grain in technology”at the Central Economic Work Conference in 2018 and 2019,and stressed that it is necessary to promote the implementation of the strategy based on agriculture and rural development and develop technologies that are conducive to agricultural production.The level of agricultural technology in China has lagged behind developed countries for a long time,the efficiency of agricultural production technology is low,and the competitiveness of agricultural products is lacking.The import of a large number of agricultural products has brought more and more pressure on food security.Under such reality,it is of great practical significance to study the efficiency of agricultural production technology.Regardless of production or planting area,corn has become one of the most important food crops in China.From an international point of view,China's total corn production and consumption is second only to the United States in the world,but the unit output is about 30% lower than that of the United States.In addition,in order to protect the supply of corn,the government implemented a temporary storage policy since late October 2008.Subsequently,in response to changes in the domestic and international situation,the corn temporary storage policy was continuously adjusted until 2016,which was replaced by the policy of “market acquisition + producer subsidy”.At this point,the question that needs to be considered is the direction and intensity of the impact of this policy on the efficiency of corn production technology during the eight years of regulation of the reserve policy.This issue is the basic starting point of this research.Taking corn as an example,this paper analyzes the impact mechanism of temporary storage policy on corn production technology efficiency,and establishes a random frontier production function to measure the corn production technical efficiency of 19 major maize producing provinces(regions).The study found that the efficiency of corn production technology showed a slow growth trend with time.Subsequently,this paper compares and analyzes the differences in the level of cornproduction technology efficiency between different regions,and finds that:(1)The efficiency of corn production technology in the implementation area of temporary storage policy is at a relatively high level,the inter-provincial differences in the western regions are large;(2)The technical efficiency of the southern hilly and southwestern mountainous areas is significantly lower than that of other major producing areas.Finally,using the dual difference model of policy evaluation,it is analyzed that the temporary storage policy has a positive impact on the efficiency of corn production technology and this positive impact is not reversed by the passage of time.The conclusions based on the empirical results show that although the temporary storage policy will distort the market and increase the financial burden,it does provide farmers with stable expectations and promotes technical efficiency.At present,with the further advancement of the market-oriented reform of the corn storage system,it is necessary to avoid the loss of technical efficiency caused by the expected changes in farmers' policies during the policy reform.The innovation of this paper is that this paper uses the difference-in-difference model to evaluate the impact of the implementation of the temporary storage policy on the efficiency of corn production technology,enrich the research of agricultural policy,and provide reference for the agricultural policy of other agricultural products,also have reference value for further reforms of the corn.
