With the accelerating urbanization process,the demand for construction land is increasing,and a series of contradictions such as loss of agricultural land,ecological damage,and land acquisition disputes are becoming increasingly prominent.It is particularly important to establish a reasonable agricultural land non-agricultural value assessment system.In the middle of the last century,Western countries created land development rights and achieved good results.However,China has not yet created land development rights,and its research is also in its infancy.In this regard,based on the research results at home and abroad,based on the agricultural market environment in China,this paper discusses the importance of creating land development rights in China,and evaluates the non-agricultural value of agricultural land from the perspective of land development rights.This paper uses data retrieval and literature reading methods,comparative analysis methods,questionnaires and in-depth interviews.Firstly,the research on the value of land development rights and the theory of non-agricultural value of agricultural land was studied.Secondly,the status of non-agricultural value of agricultural land was studied.The evaluation model of the value of land development rights and the non-agricultural value of agricultural land was constructed.A plot of Tianhui Town,Jinniu District,Chengdu City,Sichuan Province is an empirical research object.The value evaluation model developed in the article is used to evaluate the non-agricultural value of the agricultural land in the empirical area,and compared with the actual land acquisition compensation standard to verify the model.Rationality and feasibility.This paper has completed the following objectives:(1)combing and summarizing the basic viewpoints of domestic and foreign scholars on the research of land development rights and non-agricultural value of agricultural land,and understanding the research process and research direction.(2)Based on the evaluation model of foreign land development rights,combined with China's basic national conditions,the evaluation model is improved to provide some reference for theevaluation of land development rights.(3)From the perspective of land development rights,the value of agricultural land non-agriculturalization is evaluated,and policy recommendations for existing land acquisition compensation standards are proposed.The paper also draws the following conclusions:(1)The current unreasonable evaluation of agricultural land non-agricultural value is the root cause of land acquisition disputes.China should reasonably assess the non-agricultural value of China's agricultural land.(2)The value of land development rights plays an important role in the evaluation of non-agricultural value of agricultural land and should be included in the value evaluation system.In the case study of this paper,the value of land development rights accounts for about 77% of the non-agricultural value of agricultural land.It can be seen that the inclusion of land development rights value in the evaluation system plays an important role in the reasonable evaluation of the non-agricultural value of agricultural land.(3)The agricultural land non-agricultural value evaluation model from the perspective of land development rights has certain practicability.Compared with other viewpoints,the possible innovations of this paper are as follows:(1)Using the mature foreign land development right value evaluation model,the model is improved by CVM method for the agricultural market environment in China.(2)Evaluating the non-agricultural value of agricultural land from the perspective of land development rights,and establishing an evaluation model,which provides a new research direction for the evaluation of the non-agricultural value of agricultural land in China.
