For a long time,there has been insufficient investment in agricultural production in our country,and the development of agricultural production has not been made on a large scale,which has an important relationship with the suppression of rural finance and the restriction of the mortgage on the management right of agricultural land in our country.therefore,in order to revitalize the rural assets,deep rural financial reform deepening,it must be able to make farmers to revitalize the rural assets effectively,giving farmers get more property rights to property rights,so as to effectively increase the rural financial supply,to promote agricultural modernization and rapid development in our country has important significance.In recent years,innovations in rural financial products and services have been widely carried out in various regions of China.Jiyuan city as the central plains economic zone in the rural financial reform test area,at the same time,was established in 2015 by the national "two rights" mortgage is one of the pilot,jiyuan city also constantly explore the implementation of the agricultural land management rights mortgage path,has now begun to take effect.But also appeared many problems in the process of the implementation of the concrete,one of the most outstanding one of the key problems about land management rights mortgage collateral in the assessment of the value and the actual difference is bigger,this can lead to farmers can obtain loan amount is low,and because the loan term is shorter,farmers will be real money for agricultural production achieved little effect.So in jiyuan city land management rights mortgage collateral value evaluation research,not only can maintain the interests of farmers,can also provide financial institutions with a reflection of farmland management mortgage value basis,to better carry out the policy of farmland management of mortgage loan.This paper mainly through the following three parts to discuss the evaluation research of Jiyuan city land management right mortgage value.The first part elaborates basic connotation through "Three Rights Separation",analysis of rural land management right mortgage,the necessity and feasibility of the process,combined with the related concept of assessment of farmland management right mortgage value,the value of farmland management right mortgage evaluation theory in-depth understanding.The second part of the city of Jiyuan,land management right mortgage practice process,related facilities construction,concrete process operation and the success of the understanding,in order to carry out the mortgage of farmland management right in Jiyuan city can make enough understanding,and put forward some problems.The third part is based on the related practice of farmland management right mortgage valuation understanding,and use appropriate methods to evaluate,on this basis,for some of the problems in the specific implementation process of farmland management right mortgage value evaluation in the analysis.The results show that:(1)financial institutions for mortgage value right to land contractual management assessment to control more stringent,and for loans held by cautious.(2)for rural land management right mortgage valuation approach is subjective,mostly using the cost method of single assessment,or consultation with farmers to solve the existing mortgage,undervalued phenomenon.(3)the city of Jiyuan has not formed a perfect evaluation system of farmland value,not a reference standard for rural land management right mortgage value,and farmers on the loan policy,loan process understanding is not deep,true value tends to ignore the rural land management right mortgage,thus limiting the enthusiasm of farmers for loans.
