China has been experiencing an unprecedented urbanization process which becomes a world spotlight according to its speed and scale.However,the worries about food security,unequal resources allocation and environmental pollution also emerge during urbanization process.To fully understand the condition of ruralurban land conversion of Hubei,this paper uses county-level data to analyze the distribution of rural-urban land conversion efficiency and the reason of efficiency difference.The author first uses SBM-Undesirable model of DEA to calculate the efficiency score of Hubei at county level,then uses cluster analysis to find the distribution of efficiency,and uses decision tree analysis to identify patterns of land conversion in Hubei.The conclusions are as follows:Firstly,generally speaking,the performance of rural-urban land conversion efficiency of Hubei is not satisfactory.Regions of high efficiency are rather scarce and aggregate at the growth poles of Hubei.The efficiency differences between growth poles and the rest of the regions are significant.Efficiency scores of all the counties in Suizhou and Ezhou are lower than 0.1.Regions have both high efficiencies and positive effects on the efficiency promotion of adjacent regions are also located at growth poles.Regions which have low efficiencies and are surrounded by similarly inefficient regions lack pillar industries to promote economic development and mainly focus on agriculture.Secondly,there are mainly three patterns of rural-urban land conversion in Hubei,which are the pattern of insufficient land,the pattern of redundant investment and the pattern of excessive labor density.Regions under the pattern of insufficient land can be divided into two groups: regions of the first group locate at the industrial cluster of automobile,metallurgy and chemical product,and usually have elementary manufacturing industries which are far from having scale effects;regions of the second group focus on agriculture and tourism but none of them becomes pillar industry of the regions.Regions under the pattern of redundant investment are located at the most developed regions with serious pollution,and have a rather low efficiency of investment.Regions under the pattern of excessive labor density are mostly located at mountainous areas which have poor conditions of transportation,and are far from urban agglomerations;at the same time,they mostly rely on agriculture and bear the burden of both eliminating poverty and protecting environment.Thirdly,regions under the pattern of insufficient land can increase the amount of land conversion to provide more opportunities for urban growth.Regions under the pattern of redundant investment can upgrade their industrial structure and encourage the development of high-tech industries,at the same time,they should also increase the admittance criterion of the market and only allow investment of high quality.Regions under the pattern of excessive labor density are regions with dense population.They should increase the amount of rural-urban land conversion as the population increases,and upgrade the structure of second and third industries to increase job opportunities and promote innovation.
