With the implementation of the western development strategy, there is an opportunity for the development of steel sectors. Steel demand is growing in the western, but the western logistics infrastructure is relatively weak, so it is a best opportunity for steel logistics enterprises expanding their business to the West. DXN is located in Chengdu city, and is a comprehensive logistics enterprise providing the service of storage, handling, transportation, distribution and information. With the development of local economic, existing scale and pattern no longer meet the need of business development. In the environment of the western development, DXN is expanding scale and business and building new steel logistics base.In the past, the function design of logistics base depend on the feeling and experience of designer, and the architectural design standard, so that there will be some unreasonable phenomenon such as inefficiency and high cost in the normal operating of logistics base. The service object of DXN logistics base is steel which has large volume and large weight, each batch of steel has its special number, and storage, carry, transport and information processing require special method and technique, so in the building process of new logistics base, DXN must find new effective way to design function area reasonably, make logistics base run efficiently, smoothly and cheaply. Of course, new logistics base also must meet the need of economic development and customer, and be ready for future development. The above problems are the most basic, important, urgently for DXN.This paper consider the target and the future development plan of building new logistics base of DXN, combined DXN company has identified the functions of each function area, and based on the relevant theories that the function planning of logistics base, using Systematic Layout Planning method to calculation and analysis for the various functional areas of DXN logistics base, draw a feasible planning scheme, then using the Analytic Hierarchy Process method to evaluate and choose the planning scheme comparison.
