Beijing-Tianjin-Hebei collaborative development has been upgraded to the top national strategy,among which industrial transfer has been deemed as priority.However,regional collaborative development has been suffering setback caused by weak diffusion effect,industry overlap,deterioration of environmental quality,and low efficiency of resources utilization.Contradiction between resources and economic growth has largely inhibited the regional collaborative development.The Ministry of industry and information technology along with governments of above provinces jointly formulated the "Beijing-Tianjin-Hebei transfer guide" so as to comprehensively promote the coordinated development of Beijing-Tianjin-Hebei,give full play to comparative advantages.So the goal of orderly industrial transfer and undertaking,reasonable spatial distribution,as well as co-operation of industry chain can be gradually achieved."Guide" pointed out that the Industrial Park is the main carrier of industrial transfer.Therefore,improving the park energy efficiency at the present stage,reducing the differences between the energy efficiency,promoting the undertaking capability of the industrial transfer,are important ways to solve the contradiction between supply and demand of energy.Meanwhile it will contribute to improve the environment,promote the basic way of coordinated development of Beijing Tianjin Hebei region.The research studied driving factors of energy efficiency from the perspective of meso level,industrial park,trying to find out strategies of energy efficiency enhancement.All of above carry great practical significance for Beijing-Tianjin-Hebei to upgrade Industrial transfer,ease Beijing's non capital function,optimize the industrial structure,make industrial transfer policies,and pursue the overall regional progress.The paper take the characteristic industrial park as practical case to explore the factors driving energy efficiency,based on large amounts of theoretical learning and practical research.In-depth understanding of deficiencies in existing research and connotation of energy efficiency enhancement in the process of industrial transfer lays foundation for the subsequent content: firstly,by literature research six factors were analyzed,including market factors,political factors,policy factors,technical factors,capital factors,scale effect of the park,and economic effect.Beyond that,a conceptual model of the factors affecting energy efficiency was put forward.Secondly,questionnaires were designed to investigate the influence degree of the factors.With the application of structural equation model,factor analysis and measurement methods of the questionnaire,data were collected and correction model about energy efficiency driving factors was figured out.At last,according to actual situation of the region,combined with the results of the correction model,energy efficiency strategies were put forward,providing reference for the development of Beijing-Tianjin-Hebei,thusspeeding up the Beijing-Tianjin-Hebei industrial transfer park upgrade,reducing energy consumption.in the end the research helps to complete the development of BeijingTianjin-Hebei collaborative planning objectives.
