A Case Study On Public Parking Management In Rizhao City

With the rapid growth of urban economy and the vigorous development of automobile industry in China,the number of urban motor vehicles has increased substantially.However,the growth rate of parking lot and facilities construction lags far behind the growth rate of vehicle ownership,which causes the contradiction that the supply of parking spaces can not meet the parking demand.The contradiction of insufficient supply of public parking spaces leads to the difficult problem of public parking management.This paper investigates the current situation,management system and existing problems of public parking spaces in Rizhao City,explores the current situation of public parking management in Rizhao City,and finds out the problems through the case analysis of "intelligent parking".In view of the problems in the management of public parking,the countermeasures and suggestions are put forward.This paper comprehensively uses the methods of investigation and case study,through the aggregation theory model of government intervention theory,public goods theory and public choice theory,to analyze the problems faced by public parking management in Rizhao City,and put forward countermeasures and suggestions.Chapter 3 introduces the current situation of public parking management in Rizhao in detail through the investigation results and typical cases.Chapter Four analyses the case of "intelligent parking" and the reasons of the problems by combining the theory of government intervention with the theoretical models of public goods and public choice.The fifth chapter combines theory with the reality of Rizhao City,and puts forward suggestions.This paper explores the management of public parking in Rizhao City,and provides samples for solving the problems of the third and fourth-tier cities.The main conclusions of the study are as follows:(1)Intelligent parking should be further promoted,and parking construction should be guided by big data.According to the operation of Rizhao Intelligent Parking System,it can be concluded that Intelligent Parking System improves the turnover rate of public parking spaces on roads,standardizes the parking technology on roads,and preliminarily realizes the integration development of transportation industry.(2)Planning will divide parking facilities into different zones,according to their needs,formulate corresponding parking facilities supply countermeasures,achieve the basic balance of supply,somepriority development areas are over-supplied,for different zones use parking facilities demand,construction demand,late potential,economic conditions and other adjustment factors to determine the supply of parking facilities in the zones.
