Research On Subsidy Mechanism Of Grain Planting Farmers' Land Moderate Scale Management

The implementation of the household contract responsibility system and the agricultural subsidy have once raised the farmers' enthusiasm of grain production which made the grain output and the farmers'income increase.However,with the deepening of economic reform,the limitations and the backwardness of the existing land system in rural areas and the current agricultural subsidy have been increasingly prominent.Land distribution system and the GSP agricultural subsidy brought the limited increasing space on the grain output and farmers' income.The improvement of grain production competitiveness needs to be realized through the land scale management of agricultural modernization.Our country start the comprehensive reform of agricultural "three subsidies" in 2016 with the aim to support the soil conservation and the moderate scale of grain management,but the subsidy mechanism to the farmers who engaged in the moderate scale of grain management hasn't formed.This paper analyzed the mechanism of agricultural subsidy on the land moderate scale management of grain planting farmers,and summarized the problems in the existing agricultural subsidy.On the basis,this paper analyzed the willingness and the influencing factors of the grain planting farmers to go on the land moderate scale management after the reformation of the agricultural subsidy policy with the binary logistic regression model.Then used the DEA(data envelopment)method to analyze the effect of agricultural subsidy on the land moderate scale management and to determine the appropriate scale range of grain management based on the field survey data of 353 wheat growers in Qitai County.Finally,put forward the subsidy mechanism of land moderate scale management from the government view.Analysis conclusion:(1)The main problems existed in the agricultural subsidy is that the amount of the agricultural subsidy is low;the types of subsidy is various;the preferential subsidy is not enough;the effectiveness and accuracy of the subsidy is reducing.(2)After the reformation of the agricultural subsidy,the grain planting farmers' willingness to go on the land moderate scale management is not high,and the main reason is the decreasing of the small-scale farmers willingness.Besides,the agricultural subsidy can improve the configuration efficiency of all elements and be good to achieve the land moderate scale management,and the impact of agricultural subsidy on land moderate scale management through the improve of integrated technical efficiency and scale efficiency,the pure technical efficiency of the agricultural subsidy lost seriously.(3)The subsidy mechanism of grain planting farmers' land moderate scale management includes subsidy target,principles,improvement measures,subsidy subject,subsidy object,types and other aspects.Due to the geographical differences,the land moderate scale and the subsidy mechanism made in this paper can only be taken as reference to the wheat planting in Xinjiang,at the same time the further research for the central region still be made according to actual situation.
