Research On Financial Support To Agriculture Efficiency Based On Three-Stage DEA Model

Agriculture occupies an important position in China’s economic development,but it is also a weak industry.With a long production cycle and slow capital turnover,it is not only limited by natural conditions,but also affected by market price fluctuations.Therefore,it is objectively necessary for the government to provide strong financial support to ensure the sustainable and healthy development of agriculture.In recent years,China has attached great importance to the issue of "three rural areas" and increased financial support for agriculture,which has played a positive role in improving agricultural production conditions,enhancing comprehensive agricultural production capacity and promoting farmers’ income increase.However,as the financial funds for supporting agriculture the large amount of investment,financial funds for supporting agriculture also appeared in the process of investment and use a lot of problems,such as money into volatile,expenditure structure is not reasonable,financial management confusion,regulation does not reach the designated position,etc.,the existence of these problems lead to the use efficiency of financial funds for supporting agriculture in our country generally is not high,has seriously restricted the long-term healthy development of agriculture in China.Based on this,this paper firstly sorted out the research status of domestic and foreign experts and scholars on the issue of financial support to agriculture.Then,the paper analyzes the current situation of financial support for agriculture after the reform and opening up,and analyzes the scale,structure and inter-provincial comparison of financial support for agriculture.Then,according to the panel data of input and output variables of financial support for agriculture in China and provinces from 2007 to 2016,the three-stage DEA model was used to conduct an empirical study on the efficiency of financial support for agriculture.Through empirical analysis,it can be concluded that: on the whole,China’s comprehensive efficiency of financial support to agriculture does not keep increasing with the increase of agricultural support expenditure,but shows a downward trend year by year,and the scale efficiency is far lower than the technical efficiency.From the perspective of various provinces,the efficiency of the use of fiscal agricultural support funds is generally low,and the scale efficiency is slightly higher than the technical efficiency.In most years,all provinces are in the stage of diminishing returns to scale.Finally,based on the results of qualitative analysis and empirical research and the development of China’s agriculture,this paper proposes the following Suggestions for the low efficiency of China’s fiscal expenditure on supporting agriculture.Second,we should optimize the structure of financial support to agriculture and use financial funds in key areas.Third,we should improve the supervision and management system of financial support to agriculture and ensure the efficient use of funds.Fourth,we should improve the evaluation system of financial support to agriculture and scientifically evaluate the efficiency level of financial support to agriculture.
