Based On Model Of Interval DEA For Appraisal And Improvement On Technical Efficiency And Scale Efficiency Of Fujian Provincial Economy

Since the reform and opening up, with the rapid development of Chineseeconomy, Fujian Province has also showed a rising trend of economy, but stilllagged behind many other coastal provinces a lot. Being rich in trees、bordering onthe sea and other resources have not been fully exploited. Many reasons restrict therapid economic development in Fujian Province. Low efficiency of Input-output is themain reason of slow economic development and increasing the distance with thedeveloped provinces. The economic development strategy of“west side” of whichFujian Province is the main body will undoubtedly accelerate the prosperity anddevelopment of Fujian and promote its regional cooperation with the Yangtze RiverDelta and Pearl River Delta，which is a golden opportunity to develop the economyof Fujian Province. So it is extremely important to assess the economy of Fujiansystematically and find out the reason restricting the development of Fujian.The purpose of the paper is to measure the technical efficiency and scaleefficiency of the economy of Fujian Province，analyze the gap between Fujian anddeveloped provinces， find out the factors that hinders the rapid economicdevelopment, and put forward specific policy recommendation so as to providereliable scientific basis for rapid economy growth in Fujian.This Paper considers the economy of Fujian Province as a large system,According to the classification of industrial structure, we divide this large system intothree subsystems: primary industry subsystem, the secondary industry subsystem,tertiary industry subsystem。And with the relevant theories and methods of DataEnvelopment Analysis (DEA) we analyze the technical efficiency and scaleefficiency of Fujian Provincial economy empirically，draw conclusions and makespecific policy recommendations.First, establish interval DEA evaluation model withmultiple subsystems and the improved model. Secondly, based on experience indexsystems of three subsystems were established, through the “discernment index”method to screen for index of the three subsystems, establishing a reasonable indexsystem. Again, the paper makes a vertical comparison with the technical efficiency and scale efficiency of Fujian province from1992to2008longitudinal, and ahorizontal comparison with technical efficiency and scale efficiency from2005to2008in Fujian, Zhejuang, Jiangsu, Shandong, Guangdong Province. The results ofvertical comparison confirmed the ascending trend of Fujian Province in the last tenyears. But the horizontal comparison has revealed the distance between FujianProvince and the developed provinces. Finally, from the results of the horizontalempirical analysis, we can find the reasons that Fujian fell behind，point out thedirection of improvement in the future and provide suggestions for the economicdevelopment of Fujian Province.
