Research On The Collaboration Tendency Of The Tenderer And Bidder Of Government Investment Projects

In the current bidding activities of the construction market,many tenderers are capable of compiling bidding documents on their own,and also have professional strength,capital and premises for tendering,can organize the bidding by themselves,so the role of the bidding agency gradually weakened.Therefore,in the case of public bidding and collusion in public resource trading centers across the country,there are many collusions between the tenderer and the bidder.On the one hand,because of the tenderer have large independent discretion,the bidder have competition pressure,on the other hand,coupled with the imperfect laws and regulations,the collusion bidding system of low cost,strong concealment,the external factors such as the investigation of collusion is lax,both sides have reached a tacit understanding for collusion.The collusion between the tenderer and the bidder not only destroys the rules of the construction market,but also can not guarantee the quality of the projects.Based on the above background,this paper studies the calculation of collusion tendency between the tenderer and the bidder in the government investment project.This paper mainly discusses the collusion between the tenderer and the bidder in government investment project,first of all,delimited the definition of the tenderer of government investment project,and related concepts of collusion between tenderers and bidders in government investment projects.Secondly,using the method of literature analysis and the combination of expert judgment,combined with the analysis of the whole engineering project bidding process,established a list of initial measurement factors for the tenderer and bidder of the government investment project;carried out a questionnaire survey to obtain statistical data on the list of established initial measurement factors,and then used fuzzy clustering analysis to classify the measurement factors,according to the analysis results,the final calculation factors were determined.After introduced the concept of D-S evidence reasoning and analyzing its applicability,this paper established a calculating model based on evidence reasoning,and put forward the measurement procedure.Finally,through an example of a government investment project,the reasonableness and effectiveness of the calculation model of collusion tendencies of the tenderer and the bidder based on evidence reasoning is verified.According to the research results,we put forward some suggestions for the collusion of the tenderer and the bidder in government investment projects.The collusion between the tenderer and the bidder of government investment projects is difficult to directly identify due to factors such as complex drivers and diverse types,by constructing the D-S evidence reasoning model,the tendency strength between the two is calculated,which provides a new idea and method for the identification and detection of collusion behavior in bidding.
