A Research On The Mechanism Of Voluntary And Paid Withdrawal Of Peasant Land Contract Right Under The Background Of Separation Of Powers

China is a big agricultural country,and agriculture plays an important role in promoting China's development.However,the current agricultural production and management activities have shown a downward trend.At the end of 2002,the total amount of rural labor resources in China was 366 million.Since then,it has shown a downward trend.By the end of 2017,it was 209 million people.It can be seen that the number of agricultural population has continued to decline.In recent years,due to the low income of agriculture(the net income of the primary industry accounts for 1/4 of the disposable income),the dependence of farmers on land is reduced.Many farmers choose to enter the towns to carry out non-agricultural activities,and the proportion of farmers who produce agricultural products tends to As the decline,land abandonment has aggravated the phenomenon,resulting in reduced land use efficiency,not only is not conducive to land intensification,large-scale operation,but also poses a certain threat to China's food security.Therefore,measures are urgently needed to change the status of rural land use.This study firstly uses literature analysis method to summarize the development process of China's farmers' land contracting rights system based on the work done by predecessors at home and abroad,analyzes the development status of China's land contracting rights system,and then summarizes China's land contracting rights.The limitations of the system.On this basis,the factors affecting farmers' withdrawal from land contracting rights are analyzed through questionnaire survey and econometric analysis.Firstly,it analyzes the impact of various factors on the willingness to withdraw from land contracting rights.It is verified by Logistic analysis and SPSS19.0,and finally the factors that affect the voluntary willingness to withdraw from farmers' land contracting rights.It can be known that the higher the level of education,the more peasants tend to opt out of land contracting rights;when peasant households are mainly non-agricultural sources,the possibility of exiting the land is higher;the conditions for meeting the willingness to withdraw are obvious to the peasants' willingness to withdraw.Positive impact is conducive to encouraging farmers to abandon land contracting rights.Age has a reverse effect on farmers' willingness to withdraw from land contracting rights.Older farmers pay more attention to the role of land for their own protection,and thus are more reluctant to withdraw from the land.The larger the contracted area,the lower the operating cost and the higher the income.They are more likely to choose the right to land contracting;the guarantee function of the contracted land has a reverse impact on the peasants' withdrawal from the land contracting right.The more important the guarantee is,the lower the willingness of the peasants to withdraw;the farmers' land contracting rights and the non-agriculturalization of the contracted land.The recognition of the use of value-added income has a reverse impact on the willingness to withdraw land contract rights.When farmers believe that the value-added benefits of contracting rights and non-agricultural use of contracted land belong to the farmers themselves,the willingness to withdraw is lower.On the basis of analyzing the above-mentioned problems,through further analysis of the selected three pilot areas,the land contracting rights exit mode,drawing on the experience of different regions and summarizing the inadequacies,preparing for the next work.After the above analysis,a relatively systematic voluntary withdrawal mechanism for land contracting rights was established.Firstly,it analyzes the operation mechanism of farmers' choice of land contracting rights.On this basis,it constructs the compensation mechanism,exit guarantee mechanism and risk prevention mechanism of farmers' land contracting rights,and proposes corresponding countermeasures for the difficulties in the exit process.In order to better complete the withdrawal of farmers' land contracting rights.
