As the basic part of the national tax bureau system,the grassroots tax authorities take the responsibility for collecting tax and providing tax service,to a large extent determines the perspective of tax authorities by taxpayers,at the same time the work of tax authority at the grassroots level presents the characteristics of large amount and highly professional,in the face of the workload and the situation of human resource allocation quantity proportion increase year by year,to improve work efficiency by performance appraisal is regarded as an effective method,but in the current mode of performance appraisal,it is generally believed that there are many aspects should be improved.In this paper,the author who works in a grassroots tax authority take the performance appraisal indexes of his workplace as the breakthrough point,trying to build a more perfect performance appraisal indexes system,in order to achieve better promote the goal of this unit work comprehensive quality,and the effect.This paper focus on the performance appraisal indexes of grassroots tax authorities which are in the process of institutional reform.First look back on the development history of performance appraisal indexes of grassroots tax authorities in our country,then take the performance appraisal indexes of J district tax bureau of Shanghai as an example into analysis,with the conclusion that there are some problems exist,such as examiner of performance appraisal is not enough,the dividing value of indexes is not entirely reasonable,lack of the index which focus on development and the indexes did not fully encourage all staffs.Then the author introduce the method of balanced scorecards in order to solve problems above,giving some useful suggestions on how to improve the performance appraisal indexes of grassroots tax authorities.Around the country at the same time,the tax authorities in every province but Shanghai are facing combination of the institutional reform.In this paper,the author takes Shanghai mode into research with the hope of providing references to other provinces.
