With the development of China's telecommunications industry,some communication enterprises have been reorganized and integrated,so the three major domestic telecom operators carry out full business operations gradually.The business area are overlapped each other,so that competition between the three major telecom operators become more increasingly.Along with the 4G licenses issued,the telecommunications industry has entered a rapid development of mobile internet era.4G-LTE gives great opportunities to telecommunications industry and let telecommunications industry face enormous challenges.If China Unicom wants to catch the opportunities to win market,it must tap its own potential and use human resources greatly,make the basic responsibility units more actively,and achieve its strategic objectives.The most effective method to make the basic responsibility units more actively is the performance appraisal.Today,they still use the traditional performance appraisal methods in Inner Mongolia Unicom.These methods don't adapt to the rapid development of the communications markets,and don't make the performance appraisal more effectively.In recent years,the emerging of the Balanced Scorecard(BSC)has become a new concept of Performance appraisal methods.The Balanced Scorecard(BSC)is the important measure index in the enterprise strategic management.The Key performance indicators(KPI)are the quantitative management indicators in performance appraisal,which decomposed into a series of specific operational objectives of the enterprise strategic goal.This paper will combine the two kinds of assessment methods,so we can carry on the specific assessment from strategic and tactical for the basic responsibility units in Inner Mongolia Unicom.We make the enterprise performance evaluation methods more rigorous,more direct.The assessment index is more quantitative.The enterprise performance management will be successful,and have a good practical value.Though the analysis about the performance management problems of the basic responsibility units in Inner Mongolia Unicom company,we can construct a performance management appraisal model which base on the Balanced Scorecard theory(BSC)and key performance indicators theory(KPI),design a specific performance appraisal plan,and make a unified performance management system.Base on the four dimensions of the balanced scorecard theory: the financial dimension,the customer dimension,the dimension of internal business processes,the learning and growth dimension,combining the characteristics of the basic responsibility units in Inner Mongolia Unicom company,we build up the strategic themes,the key successful factors(KSF)and key performance indicators(KPI),and give a specific calculation formula for the key performance indicators(KPI).So we can make the performance appraisal more systematic,and make the performance management more correct.
