The New Public Management Movement promotes the application of business management technology in public departments. As an effective strategic performance management tool for profit organizations, the practice and theory of the Balanced Scoreboard (BSC) used in public departments provide a new method for performance appraisal of our country's public departments. This paper, based on the performance appraisal practice of Province A's Administration for Charge (PAAC), tries to establish a new performance appraisal system based on BSC in order to reflect performance appraisal of PAAC objectively and to promote the effectiveness of strategic execution.First, this paper reviews the development course of BSC while introducing its content, concept and function; then it analyses present research condition of the scholars from home and abroad on public departments' BSC. Secondly, the paper analyses the existing problems in the present performance appraisal system of PAAC on the aspects of strategy, dimension choice, index designing and checking process so as to offer the idea of re-construction of performance appraisal system of PAAC by use of BSC. Thirdly, according to BSC's basic requirements, the paper defines mission, values and vision of PAAC and establishes its strategy and the strategic map based on the analysis of inside and outside environment. After explained the principle of re-construction of performance appraisal system of PAAC, it selects 26 key KPI from 4 dimensions of achievement, customers, inside process, studying and growing based on strategic map so as to set up index system of performance appraisal of PAAC based on BSC and further carries out the inspection of its confidence and effectiveness. Also, it defines steps of index weights of performance appraisal by use of Analytic Hierarchy Process (AHP) and methods of obtaining performance appraisal conclusion, offers the view of dynamic renewal of this system in real application.
