Research On Optimization Of Performance Management System Of YF County Taxation Bureau

As the functional department of national economic management and tax law enforcement,the taxation department plays an important role in promoting China's economic development and playing its government functions.How to effectively encourage the tax department to improve efficiency has become the key to the performance management of the tax department.Especially after the combination of national tax and local tax,how to absorb the original national tax and in-situ tax performance management experience to further improve the performance of the tax department has become a new research topic of performance management.The State Administration of Taxation has implemented performance management assessments in the national tax system since 2014,and has gradually formed a performance management system from the central bureau,provincial bureaus,municipal bureaus to county bureaus.The construction of performance management system plays a very important role in improving the efficiency of taxation departments.Especially after the reform of taxation institutions in China,how to give full play to the enthusiasm of grassroots taxation departments has become an important part of performance management.Under the guidance of the State Administration of Taxation,the YF County National Taxation Bureau began to implement the performance management system internally in 2014,and has achieved certain results in the process of promoting the performance management system,but still faces many challenges.This paper takes YF County State Taxation Bureau performance management system as the research object,and conducts in-depth research through the use of literature research method,system analysis method and case study method.(1)The current status of performance management of the National Taxation Bureau of YF County.The YF County State Taxation Bureau has gradually promoted the construction of the performance management system since 2014.Through nearly five years of hard work,it has established a relatively complete performance management system,which is mainly characterized by the establishment of performance management organizations and the establishment of better performance.The evaluation index system and performance management work were carried out in an orderly manner.Through the existing performance management system,the YF County State Taxation Bureau has achieved good results,mainly in the form of a more complete system of responsibilities,enthusiasm and initiative of cadres,and more standardized managementat the grassroots level.(2)The key issues in the performance management of the National Taxation Bureau of YF County.Although the YF County IRS performance management system has achieved certain results,there are still many problems that need to be improved and improved.Through research,it is found that the performance management of YF County IRS has the following problems: First,performance management lacks effective communication,cadres have insufficient understanding of performance management;second,performance evaluation indicators lack long-term performance,post performance evaluation indicators are missing;third The performance management information system is imperfect,and the performance management work is inefficient.Fourth,the performance appraisal results are not fully applied,and the incentive mechanism is insufficient.(3)YF County Taxation Bureau performance management optimization strategy.Based on the problems existing in the performance management of the State Taxation Bureau of YF County,this paper proposes the following optimization strategies: first,strengthen performance management communication and training;second,improve the performance evaluation index system;third,optimize the application of performance appraisal results;fourth,improve performance Manage information system applications.Through in-depth analysis of the key problems and causes of the performance management of the National Taxation Bureau of YF County,this paper studies and optimizes the performance management system of the YF County Taxation Bureau after the reform of the collection and management system.At the same time,this study also provides a reference for the optimization of performance management systems of other grassroots tax authorities.
