As a human resources management tools and methods, performance management not can only optimize organization internal management process, but also can improve personal work efficiency and the overall efficiency of the organization. It was originally applied to enterprise management, since the 1970 s it was gradually applied to the government management and then forms the government performance management. This new type of administrative management mode can improve the work of the government, reduce administrative costs, and increase the efficiency of the government. Tax performance management belongs to the category of the government performance management. Push performance management to the national tax system can promote the tax authorities transforming their function and improving the style of work, it also can promote the modernization of tax management system and management ability.Tax authorities at the county level are a connecting link between the preceding municipal authorities and the following grass-roots level taxation office and thousands of taxpayers, so it takes multifarious trivial work. But in the work of county-level taxation affairs departments, there is the phenomenon that the same results between working and free, doing more and less, doing good and bad, this lead to low work efficiency and go against the unit internal harmony and the completion of tasks of organization income, directly affect the image of taxation affairs departments in the eyes of the people, affect satisfaction of taxpayers and their tax compliance. Therefore, the analysis of the performance management of the taxation authority at the county level and explore the effective ways to enhance the level of performance management has great significance to strengthen grass-roots level tax officials responsibility consciousness, promote specification of take office and strict law enforcement.For further research on this topic, I have read a lot of literature at home and abroad, acknowledged the present situation of the application of the current performance management and the relevant theories of performance management and the balanced scorecard. This paper takes the method of argument, investigation and combination of qualitative analysis and quantitative analysis. Through explaining the current situation of performance management of county L and serving the bureau worker by the self-designed questionnaire "tax cadres", I summarize three problems and doing targeted analysis of the reasons. On the basis of the existing performance management system, using the four dimensions of balanced scorecard performance indicators design, I have architecture out of the whole model figure. The innovation points of this paper are analyzing the short board or weak links that exist in the performance management work process, putting forward five targeted countermeasures to make the performance management more scientific and reasonable, eventually forming a set of performance management model.
