| The funds,assets and resources owned by the village collective are collectively referred to as the "three assets" of the village collective,which are jointly owned by the members of the village collective.The management of "three assets" plays an important role in protecting the public interests of the public,promoting the stability of rural economic and social development and the construction of the party’s style and honest government.In 2018,the Ministry of agriculture and rural areas proposed that in order to build a long-term mechanism for poverty alleviation and to consolidate the key achievements of poverty alleviation,it is necessary to promote the reform of rural collective property rights,do a good job in village level collective "three capital" management and strengthen the collective economy.In2019,the No.1 central document referred to the operational mechanism of "changing resources into capital,changing funds into shares,and changing farmers into shareholders",which is in line with the requirements of the times.However,with the development of village economy and the continuous increase of collective accumulation,the problems such as the lax monitoring,unclear responsibility and unclear ownership of property rights become more and more obvious,which restrict the progress of rural collective social economy.In order to strengthen the village level "three capital" management and explore a new direction in line with the village level "three capital" management.Under the guidance of domestic and foreign research on village level "three capital" management,principal-agent theory,public choice theory and rent-seeking theory,this paper summarizes the current situation of China’s current "three capital" management,such as large scale,large regional differences and good overall operation,and concludesthat the modern "three capital" management mode has the characteristics of sound regulations,reasonable distribution and strict supervision.This paper selects Xiagezhuang town’s "three capital" management as the specific research object,analyzes the current situation of each village’s "three capital" management on the basis of the comprehensive inventory,verification and field investigation of 15 villages in Xiagezhuang town.It is found that although Xiagezhuang town’s "three capital" management has achieved certain results,it has achieved certain results in resource utilization,asset transaction,capital expenditure,management system,structure and supervision There are still many loopholes in supervision and other aspects.Through questionnaire survey and analysis from the perspectives of management subject,management mechanism and management process,it is believed that the fundamental reasons for the management problems of "three capital" are the interest game between management subjects,the lack of training,the absence of system and the difference of environment.At the end of the paper,the successful cases of "three capital" management in China are used for reference,and the important ways to optimize the management of "three capital" are put forward,such as,in order to alleviate conflicts and disputes to the greatest extent,to avoid the damage to the rights and interests of farmers,to develop the collective economy,to promote the revitalization of the countryside,to make use of the idle "three capital",to improve the ability of managers,to strengthen supervision and to improve the relevant rules and regulations. |
