Public employment services are involving in basic public service, which is an important meanfor the government to intervene in the labor market. Unemployment has increasingly become aglobal common problem, and governments have invested a lot of financial resources to activelypromote employment. Government to establish a monopoly model agencies providing publicemployment services already outdated, Government-led, multi-body involved in the provision ofpublic employment services model continues developing, the government purchase of publicemployment service models become a trend.Currently,research on government procurement of public employment services are becominga hot spot for domestic academic. But overall it is still in its infancy, and still a lack of maturetheoretical system. In system design aspects, we still owe rich experience. It is necessary tosummarize experience of reform and practice of local cities. In this context, this paper describesthe content of public employment services and the concept of government procurement of publicemployment service, and on the use of quasi-market theory, multi-center management theoryto analyze the need for our government to build and improve the mechanism of governmentpurchase public employment services. While systematically, this article explores the existingoperating mode of government purchasing public employment services, and compares thedifferences between Chinese and developed countries’ government such as Australian theNetherlands, Britain purchasing mechanisms.This article point out that, in order to overcome problems including because of thenon-competitive form of buying and purchasing inducing new monopoly, because of creamingand parking causing social injustice, lake of coordination between public and private bodyleading to fragmentation during the supply of public employment services and poor contractmanagement capability inducing the " smart buyer " problem, we need to take timely andappropriate security measures, including the establishment of a more open and fair mechanism ofgovernment purchasing public employment services, eliminating the " creaming and parking "behavior, beyond fragmentation and optimize the network of public employment servicescoordination mechanisms of governance, improving government contract management capabilitiesto become a " smart buyer " to protect the mechanism of government buying publicemployment services operating effectively.
