Research On The Obstacles To The Realization Of The National Pooling Of Basic Pensions

With the increasing of the aged population,the situation of China's aging population will become more and more serious,in order to meet the challenge,we need to deepen the reform of China's endowment insurance system and strengthen the top design of endowment insurance,which is an important part of the whole national planning of the basic pension.But at present,the overall level of China's endowment insurance is still low,which has a series of influence on the endowment insurance system.Firstly,the influence of the endowment insurance system,low overall level hinders the unification of the payment parameter and treatment standard of endowment insurance in our country,which causes the fragmentation of the endowment insurance system.Due to the situation of regional division,the system is difficult to unify the optimization,and the problem of "empty account" of personal account has been delayed.Secondly,the low overall level affects the behavior choice of the main body of the endowment insurance,which not only causes the local government's responsibility,the benefit solidifies and then produces the moral risk,but also makes the enterprises ' labor cost burden uneven,affects the fair competition of the market,and the free flow of labor is hindered.Finally,the low overall level also resulted in surplus polarization of funds in various regions,the province with the highest fund balance is close to 800 billion Yuan from the lowest province,and further aggravate the risk of depreciation,misappropriation and loss of funds.In this context,this paper through the collation of domestic and foreign literature,On the basis of social security theory,equity and justice theory,game theory and the principle of large number law,analyzing the obstacles to realize the national plan of the basic pensions,and the main obstacles are three kinds of factors,including the imperfect design of the present system,the benefit solidification caused by the regional difference and the obstacle of the inherent idea.At the institutional level,"social insurance Law" and the laws of other social security system are still deficient,constitute a national plan of legal obstacles;the decentralized financial management system leads to the he unclear division between the central and local powers and responsibilities,the endowment insurance fund belongs to the local self-collection,which indirectly causes the fund upward adjustment obstacle.Although the localized and flat endowment insurance management system gives local more power and increases local enthusiasm,it also causes the management obstacle of the national plan to a certain extent;the inconsistent and incompatible information systems in different regions lead to the technical barrier of national plan.In the aspect of benefit solidification,the difference of regional economic development level,various kinds of payment and expenditure parameters of endowment insurance,historical debt of endowment insurance and the balance of regional fund,all aggravate the gap between the region in the endowment insurance system,which leads to the imbalance of regional benefit solidification and the local government's fragmented situation.In the concept innovation aspect,the traditional "responsibility contract" thought of local government and the traditional performance appraisal method of the GDP is also hindered the smooth implementation of the national overall plan,and become a major obstacle of the national plan.Finally,based on the obstruction factors,this paper puts forward some relevant countermeasures and suggestions to promote the realization of basic pensions' national plan,including perfecting the system design,strengthening the system unification and renewing the concept,so as to provide the theoretical reference for the realization of the national overall plan of the basic pensions.The major report of 19th CPC National Congress pointed out:"To improve urban workers basic endowment insurance and urban and rural residents of basic endowment insurance system,as soon as possible to achieve national planning of endowment insurance." "In March 2018,the third Plenary Session of the 19th.Central Committee of the CPC adopted the "deepening of the Party and State institutional reform programme",proposed to change the National Social Security Fund Council affiliation,from the original State Council management adjustment for the Ministry of Finance Management,at the same time the basic endowment insurance and other social insurance premiums to the tax department unified collection.This series of reform measures all indicate that the central government is actively laying the groundwork for the national plan of basic pensions,In this paper,through the analysis of all kinds of obstacles to realize the national plan of basic pensions,the implementation of the national overall plan to put forward the relevant countermeasures and suggestions,including the central transfer of the specific allocation of funds,which will promote the fair and sustainable development of China's endowment insurance system and a well-off society,etc.
