Research On The Guarantee Of Housing Provident Fund For Mid-and-low Income Groups

In recent years,China real estate market develops rapidly and the price of commodity housing significantly rises,so the housing cost becomes the main economic burden for individuals and families.Under such situation,the capability of housing purchasing of mid-and-low income groups gradually weakens,and the housing problems increasingly highlights.It has become a hot and difficult issue of people's livelihood.Therefore,the housing provident fund system,as a significant part of housing guarantee system,is highly expected to play a role in ensuring the housing demand of mid-and-low income groups.Whether the housing provident fund system can effectively support the housing demand of mid-and-low income groups is not only the focus of controversy,but also the essence of institutional reform.Since its establishment,the housing provident fund system has played an active role in solving the housing problem of urban residents.During the development and operation however,its structural and mechanistic problems has been unveiled.The institutional reform is imminent.In the new era,the research on the safeguard of the housing provident fund system to mid-and-low income groups contributes to guarantee their legal interest,to achieve the inclusiveness of the housing provident fund system,to accelerate the establishment of national housing security system,and to promote the urbanization in China.This paper analyzed the current situation,problems and causes of the housing provident fund system's support to mid-and-low income groups in X city based on the operating condition of the housing provident fund system in 2017 in X city.It found that the housing provident fund system in X city has the problems of narrow deposit coverage,weak compelling force for deposit,low benefit level for mid-and-low income groups and the fund allocation to be optimized.Through analyses of and study from advanced experience of the accumulation fund systems at home and abroad,the strategies of improving the system design of housing provident fund deposit and application,expioring and establishing housing policy-oriented financial institutions,advancing the establishment of housing rental market for mid-and-low income groups and constructing a multi-level safeguard mechanism for staffs' rights and interests are introduced to improve the fairness and operating efficiency of the system,intensify the strength of system guarantee to mid-and-low income groups and achieve the housing security function of housing provident fund,The limitation of this paper is that the research scope only covers the mid-and-low income groups who deposit accumulation fund,and the mid-and-low income groups who are not included in the system are out of this scope.Study on how the housing provident fund system safeguards the latter was not conducted in this paper.
