Research On Deepening The Reform Of County Agricultural Administration System

In 2018,the annual meeting of the 13 th National People's Congress passed a decision on the institutional reform plan of the State Council,which aims at integrating the relevant agricultural management responsibilities of various departments,newly establishing the Ministry of Agriculture and Rural Affairs.All the measures mentioned above has opened a new journey for the reform of China's agricultural administration system and put forward new requirements to the administrative department.Meanwhile,according to the meeting,the county government shares a specially important position and function in the five-level administration system,and determines the effectiveness of the reform.Therefore,under the background of rural revitalization strategy,it is of great significance to research on deepening the Reform of county agricultural administration system.This paper firstly consulted a large number of documents pertaining to the reform of China's agricultural administration system,defining the concepts related to the agricultural administration system and elaborating relevant theories.Secondly,the "in-depth interview" method was adopted to further research the investigations in J district,and analyzed the current situation and existing problems of the county agricultural administration system based on example of J district.Thirdly,complimenting the mode of "questionnaire survey" method,35 questions were set up to investigate the district agricultural systems and township-related leaders and personnel responsible for agricultural work in some agriculture-related areas in Tianjin,and further analyzed the current state of the agriculture-related areas,such as the status quo,existing problems and demands of the reform.Fourthly,with the aim to reveal the problems in Tianjin's agricultural administration from various angles and aspects,the "case comparison" method was used to compare and analyze the practices of rural collective property rights reform between agriculture-related areas in Tianjin and Ningbo Jiangbei district so as to make up the shortcomings of the questionnaire survey,deepened the study of the problem,and provided more realistic basis.Then,based on the above three parts of research results and other literature materials,further summarized the main problems that need to be solved during the process of deepening the reform of county agricultural administration system,which mainly included the urgent need to improve the efficiency of administration system,the lag of management team construction,the contradiction between the policy supply and the policy demand,the insufficient enthusiasm of the local governmentfor supporting agriculture,as well as the financial constraints.At last,the targeted measures were put forward.
