Study On The Effects And Countermeasures Of The Collective Forest Tenure Reform In Anji County

The collective forest right system reform is a public policy in China,after the foundation of thePRC,it has experienced several major changes. The new round of collective forest right system reformhas been implemented for ten years, and how it works is related to the vital interests of forestfarmers.Analysing the achievements and existing problems is good for perfecting the collective forestright reform.The collective forest right system reform of Anji county is the main object of study of thispaper.Through access to articles about domestic and foreign property rights, forest rights, theinstitutional change theories, the collective forest right system reform and its effects, we can grasp thelatest developments in this field. Through talking with the key information men of Anji County ForestryBureau and collecting secondary data,then using statistical description analysis, this paper descripes thereform process,and the status.With5administrative villages in Anji County,114households survey dataand secondary data as the basis, using descriptive statistics and comparative analysis to analyse theachievements and existing problems, and on this basis, this paper puts forward some measures todeepen this reform.Research shows that: through the forest right reform, Anji has achieved remarkable success in thefour aspects of the protection and growth of forest resources, forestry industry development andincreasement of the income of farmers, farmers forestry investment increasement and the harmonioussociety. The main problems are as follows: the property right is still not clear, the forest landcircurlation needs to strengthen further more, forest right mortgage loan and forestry insurance policyneeds to be strengthened, socialization service system of forestry needs to be further strengthened, andthe ecological forest compensation standard is too low. There are some suggestins to deepen the reform:Further clarifing the property rights, strengthening the standard land circulation, strengthening theforestry insurance system construction, improving the construction of socialization service system offorestry and exploring the new compensation and management mechanism of public welfare forest.
