Since the reform and opening up 40 years ago,the equipment manufacturing industry,as the core of the manufacturing industry,has influenced the development of the entire industrial economy.As the leading sector of the national economy,it has made remarkable achievements.However,in the process of rapid economic development of equipment manufacturing industry,problems such as high input,high energy consumption,high pollution,low efficiency and low output also appear.Behind the extensive economic growth are low utilization rate of production capacity and environmental pollution.On the one hand,China's equipment manufacturing industry is facing the pressure of the limit of rapid growth;on the other hand,it is affected by energy constraints and environmental pollution.In made in China 2025,the basic principles of "innovation-driven,quality first,green development and structural optimization" were clearly put forward.The report of the 19 th national congress of the communist party of China also proposed for the first time to "improve total factor productivity",emphasizing high-quality growth.Therefore,it is necessary to actively look for a new mode of economic growth in equipment manufacturing industry to overcome the bottleneck of economic growth,and at the same time,pay attention to the green transformation of the industry.In order to achieve the above goals,on the one hand,it is necessary to continuously improve the total factor productivity,which represents the quality of economic growth,and on the other hand,it is necessary to adjust the factors of technological progress to realize the low energy consumption and environment-friendly development of the industry.In order to explore the new development path of China's equipment manufacturing industry,this paper constructs a theoretical framework for measuring and influencing factors of green total factor productivity of China's equipment manufacturing industry,and carries out the following three parts of research from the perspective of technological progress bias:(1)in this paper,based on the stochastic frontier model,using beyond logarithm production function,to include environmental energy elements in the calculation of total factor productivity,and the case for decomposition,analysis of the frontier technology progress,technical efficiency and scale efficiency and(2)the size of the empirical analysis on the influence factors of green technology inefficient item,found that the enterprise scale,r&d investment and foreign investment has positive promoting effect on technical efficiency,carbon emissions have inhibitory effect on the(3)empirical proved to the equipment manufacturing industry technical progress in China,and calculates the elasticity of substitution,technical progress towards its elements,andIt is found that the equipment manufacturing industry relies excessively on capital input in the reproduction process,followed by energy and labor.There is an obvious substitution relationship between capital and labor,and a significant complementary relationship between capital and energy.Appropriate increase of labor input can help alleviate the phenomenon of overcapacity.(1)increase the investment in research and development and pay attention to technological innovation.(2)the introduction of carbon tax,energy tax,labor wage subsidies and other policies to adjust the price of factors,to achieve technology bias adjustment.(3)improve the financing convenience and scale of equipment enterprises,and indirectly promote technological innovation.
