| Technological innovation is the vitality and inexhaustible source of sustainable development in a country or region.FDI plays an irreplaceable role in technology introduction,digestion,absorption and innovation.Since the reform and opening,the influx of FDI has provided opportunities and contributed to China’s economic development and technological innovation,but the environmental problems that come with it also need to be urgently solved.As an important strategic fulcrum for the rise of Central China,Hubei Province has regarded technological innovation as the main driving force for economic development.With the continuous growth of FDI in Hubei Province,especially FDI is mainly concentrated in the secondary industry,the environmental pressure caused to Hubei can not be underestimated.Strengthening environmental regulation has become an important measure for environmental protection in Hubei Province.Environmental regulation is also a double-edged sword,which is beneficial to environmental protection,but it constitutes a certain restriction on FDI inflow,thus affecting technological innovation.How to properly allocate FDI,formulate appropriate environmental regulation policies to strengthen technological innovation capabilities,achieve green innovation in Hubei Province,and promote sustainable economic development have become the focus of our attention.Based on the reference to relevant theories,this paper combs and analyzes the path of FDI affecting technological innovation and the mechanism of environmental regulation affecting technological innovation.By analyzing the current situation of using FDI,environmental regulation and technological innovation in Hubei Province,this paper points out that the main problems,including the imbalance of FDI industry distribution and development,the trend of sole proprietorship,the low investment in pollution control,and insufficient investment in technological innovation et al.then use the 2011-2017 panel data of 12 cities in Hubei Province to empirically study the impactof Hubei Province’s FDI,environmental regulation and its interaction on technological innovation.The empirical research results show that FDI has a positive but not significant impact on Hubei’s technological innovation capability,and environmental regulation has a certain crowding-out effect on Hubei’s technological innovation;the stronger the intensity of environmental regulation,the less obvious the role of FDI in promoting technological innovation.This shows that environmental regulation not only has a direct effect on technological innovation,but also indirectly affects technological innovation by influencing the technology spillover effect of FDI.Finally,based on the results of the previous research,the following recommendations are proposed from the government level and the enterprise level: Strengthen the construction of regional environmental protection system;Introduce FDI reasonably and pay attention to the quality of FDI;Increase investment in research and education;Improve the efficiency of the use of research and development funds;Improve corporate social responsibility;Strengthen technical cooperation between local enterprises and multinational companies. |
