The Measurement And Strategic Research Of Land-island Sharing Development Level

With the deepening of the marine development strategy in the new century,as the frontier of marine development and opening up,islands are facing unprecedented opportunities of development.Because of the restrictive conditions of island system development,island development is relatively backward on the whole.Under the background of the current concept of sharing,it is imperative to develop land-based and Island-based systems with the island as the characteristic area.This paper tentatively puts forward the concept of land-island shared development,and constructs the evaluation index system of land-island shared development.Entropy method is used to weigh and calculate the index of shared development level between Dalian City and Changhai County.The level of shared development of land island and intra-island scale is analyzed concretely.Then the influencing factors of shared development level between Dalian City and Changhai County at land island scale are analyzed by grey correlation analysis.Finally,the optimal regulation path of shared development of land island is put forward according to local conditions.The main conclusions of this paper are as follows:First,from the land island scale,the comprehensive level of shared development of Dalian and Changhai County presents a "W" type development process,which first decreases rapidly,then increases with fluctuations and then gradually increases,and the overall level of shared development is lower.Infrastructure and public services are highly shared,while development opportunities and achievements are moderately shared.Sharing of development results is volatile.Secondly,on the island scale,there is little difference in the overall level of shared development in Changhai County,but there is a big difference in the subsystems.Infrastructure sharing is the highest,but the balance is low,Public service sharing is the lowest,and development results sharing is unstable.The stability of central villages and towns is good,while the stability of peripheral villages and towns is poor,which also presents a "W" type of development process in time.Thirdly,from the point of view of grey relational degree,the relational degree between24 index factors of land island scale and the development of land island sharing is larger,and the value is above 0.74,which is intensity correlation.Each index factor has an important influence on the development and change of land-island sharing,and the choice is reasonable.Except for the ratio of the actual amount of foreign capital per capita,the other indicators areall above 0.95.Development opportunity sharing has the highest degree of relevance,up to0.877,and public service sharing has the lowest degree of relevance,only 0.807.Fourthly,the facilitating factors of land-island sharing development are the income and consumption level of land-island economic development and the living standard of land-island residents.The limiting factors are the limitation of island natural conditions,the weak polar nuclear effect of land area and the uneven development basis and opportunity of land-island.Therefore,we should put forward the strategies to enhance the development of land-island sharing according to local conditions,including vigorously developing land strength,improving the income and living standards of land-island residents,improving the accessibility of islands,and increasing the development opportunities of islands.
