Over the past 40 years of reform and opening up,China's rapid economic development has relied mainly on the low prices of labor and resources. However,in recent years, this low-cost advantage has gradually disappeared, which means that China's economic system must be transformed, otherwise there will be stagnation.Even before retreating. The 19 th National Congress of the Communist Party of China proposed that China's economy must be transformed from a high-speed development to a high-quality development. It must firmly implement the innovation-driven development strategy and enter the innovative national team in 2020.keep trying.Trade is an important factor affecting economic development. At present,China's total foreign trade ranks first in the world, and economic development has a dependence on trade of 33.5%,which fully demonstrates that trade has an important impact on the long-term development of China's future economy. However,in recent years,China's export trade has been severely hampered, especially the Sino-US trade has been deadlocked.Faced with the complicated situation of increased export trade friction, increased pressure on RMB appreciation and declining economic growth, import trade can alleviate the status quo to a certain extent, and innovation drives economic development to the national strategic goal, and explores the impact of import trade on innovation-driven economic development. The impact has important practical significance. In addition, domestic and foreign scholars' research on trade development has long been stuck in export trade, underestimating, neglecting or even misunderstanding the role of import trade. Therefore, exploring the impact of import trade on innovation-driven economic development has important theoretical significance. In summary,it is of great theoretical and practical significance to thoroughly study and explore whether import trade promotes innovation-driven economic development and how to promote its positive effects.First, based on the connotation of innovation-driven,the measurement ofinnovation-driven economic development and the literature review related to the impact of import trade on economic growth, the background and significance of the article are elaborated to ensure the existence of theoretical and practical value of research;secondly, from import Whether trade plays a role in promoting China's economic development and innovation, systematically discusses relevant international trade theories and innovation theories, and lays a theoretical foundation for empirical research.Again,it details the development of China's import trade in recent years, mainly collecting trade. The data of the four aspects of scale, trade structure, source of import and dependence of China's economic development on import trade are analyzed, and the mechanism of import trade affecting innovation-driven economic development is expanded on the basis of previous studies;Based on the previous research basis, using panel data of 31 provinces and autonomous regions from 2008 to 2016,focusing on the analysis of the impact of import trade on innovation-driven economic development, testing the model's robustness, and exploring the impact of import trade on innovation-driven economic development. And compare Trade impact of differences in the eastern and western regions there is innovation-driven economic development, and to strengthen the positive effect of imports on innovation-driven economic development, put forward practical and effective policy recommendations based on empirical findings and theoretical main transmission mechanism.Through empirical analysis of the full sample data,it is concluded that import trade has a significant positive effect on innovation-driven economic development across the country.By comparing the results of empirical analysis of regional sample data,it is concluded that import trade has a significant positive effect on innovation-driven economic development in the eastern region, but import trade has no significant impact on the development of innovation-driven economy in the central and western regions. In addition, the number of domestic patent applications granted in the first phase, the total volume of postal and telecommunications services and foreign direct investment have a significant impact on the development of innovation-driven economy in the eastern region. For the central and western regions, the most significant factor is the domestic patents that lag behind the first phase. The number of applications for authorization, the full-time equivalent of F&D personnel of industrial enterprises above designated size and FDI.Based on the results of empirical analysis,in order to strengthen import trade and promote innovation to drive economic development, the corresponding policy recommendations are proposed from three different perspectives: trade scale, trade structure and trade policy: first, develop scientific import concepts and find production innovation points;second, moderate Expand the scale of import trade and focus on local conditions;third, import trade flows to the innovation sector to ensure the emergence of innovation;fourth, rationally import resource-based products and provide material basis;fifth, expand imports of high-tech products and promote effective integration of technology capital; The import of consumer goods and the development of emerging industries;the seventh is to adjust the source of import trade and guarantee the technical content of imported products;the eighth is to improve the import promotion policy and enhance the concept of innovation drive;the nine is to establish a policy coordination mechanism to prevent import trade risks;Initiate innovations and improve relevant policies and regulations.
