Research On Compensation Standard For Land Acquisition Based On The Fair View

The contradiction between land rights owners and relevant departments of land acquisition caused by the low price of land acquisition compensation has become increasingly fierce in China.In order to ensure that the welfare level of land rights holders do not decline after land acquisition,improve the fairness of land compensation,resolve the land acquisition contradiction,promote the stability and harmony of rural society,it is of great importance and practical significance to explore the meaning and basis of land acquisition fair compensation,and measure the land fair compensation standard.On the basis of in-depth study of land acquisition system theory,agricultural land value theory and Adams fair theory,this paper first objectively analyzes the current practice of land acquisition compensation standards,and the unfairness problems existing in it,and then analyzes the conception,principle,economic theory,meaning and scope of fair compensation.Combing the theory of cultivated land value formation.Based on the multiple method of land compensation annual output value,this paper established the estimation model of cultivated land value.After obtaining the data of land market and non-market value of 78 regions in China through literature research method,the model parameter values were estimated by using no-intercept linear regression and partial regression.The applicability of the model was verified by empirical analysis with the land acquisition examples of Jingzhou City,Xiantao,Xiangyang,Yichang and Shiyan in Hubei Province.This paper is divided into seven parts: The first chapter is the introduction,including the background,research purpose and significance of the topic,the research summary at home and abroad,as well as the basic research framework of this paper.The second chapter mainly explains the basic concepts and related theories involved in this paper,including the theory of land acquisition system,the theory of agricultural land value and the theory of Adams fairness which is the key support of theoretical research.The third chapter is the analysis of the practice of land acquisition compensation standards in China,including the development and evolution of China's land acquisition compensation standards,the current land acquisition compensation system and the unfair problems in it.The forth chapter is the study of the principle of land acquisition compensation,discussing the principles and scope of land acquisition compensation from the perspective of fairness.The fifth chapter is the construction of the calculation model of the compensation standard for land acquisition,which builds the measurement model based on the cultivated land value system and makes a preliminary estimation of the parameters.The sixth chapter is the empirical study on the calculation of the compensation standard for land acquisition,which uses the results of the previous chapter to calculate the compensation standard for land acquisition in Hubei Province.The seventh chapter is the conclusions and recommendations.According to the unfairness of the current compensation standards and the calculation results,the recommendations for the formulation of land acquisition compensation standards for improving fairness are proposed.The conclusions of this paper include: the conception,principle and scope of land acquisition compensation from a fair perspective,and the estimation model of fair compensation standard that can be promoted nationwide.Based on the results above,the paper proposes policy recommendations for improving the fairness of land acquisition compensation in China,which can enrich existing land compensation theory and provide a new perspective for land compensation pricing.
