The only way for China to achieve the modernization is that the peasants loseland, agricultural labor force turn to non-agricultural industries, and rural people moveinto cities orderly. In recent years, some districts have no fair compensatory settlementfor the peasants who have lost their land during the land acquisition, making theproblem of lost-land-peasants an issue of social focus. By carefully surveys andinterviews, the author has collected the detailed facts and figures in the landacquisition of Yueqing, and systematically analyses the compensatory settlement forland acquisition through the combination of case study and criterion study, basing onthe concern of standards and mechanisms of land acquisition, current status andproblems of land appreciation incomes' allocation; the procedure of land acquisition;and compensatory settlement for people lost their land etc. In the march of 2004, theauthor sent out 173 questionnaires and got 162 valid ones back, in which more than80% of the peasants in the survey claimed the standard of the compensatory settlementis too low or much too low; later in that month the author sent out other 178questionnaires and collected 155 back, among which 136 valid samples are selected.On one hand, through statistical analysis we can see that the life ensuring functionmakes up of 58% of all that effects of land to the peasants, thus the key ofcompensatory settlement is to provide necessary social ensurence to thelost-land-peasants; on the other hand, through case study we know there are problemssuch as the random and disaccord of the land acquisition standard, the difficulty forrural groups/ collectivity and peasants to take part in the allocation of land appreciationincomes and so on. Accordingly, the thesis offers some political recommendationsincluding that l)peasants quantitatively own concrete land property; 2) enhance thecompensatory standard for lost land; 3)reform the regulations and systems of landacquisition; 4)rural groups/ collectivity share the allocation of land appreciationincomes; 5) establish and improve the social security system for the lost-land-peasants;6) ameliorate the procedure of land acquisition; 7) meliorate the mechanism of villageself-government; 8) deal with the proceeds of land acquisition in a rational way and so on.
