LTE(Long Term Evolution)transmission project is the evolution of 3G.It improves and enhances the air access technology of 3G.It uses OFDM and MIMO as the only standard for the evolution of its wireless network and can meet the requirements of all services.China Mobile has continuously increased the investment scale of communication network and the construction of infrastructure projects in order to adapt to the evolution of the new generation of communication technology,constantly satisfy customers' consumption needs and enhance the competitive advantage of communication enterprises.Qingyuan Mobile in Guangdong Province has built up a total of 7305 LTE base stations from 2014 to 2018.Communication engineering is a project with great difficulty,complex technology and high precision.It will affect the construction quality of communication engineering and stability of communication network operation if there are problems in the construction of software and hardware involved in the construction of communication engineering.Scientific quality management is conducive to controlling the cost and risk of LTE project,reducing the failure rate of communication equipment,and ultimately improving customer satisfaction,so that enterprises stand out in the fierce market competition.In this paper,the factors affecting the quality of communication engineering projects are sorted out in an all-round way.Taking Qingyuan Mobile LTE transmission network construction project as an actual case,the comprehensive perspective of project quality management and risk monitoring is carried out.The main conclusions are as follows:1.The process of communication engineering project is complex.It has a long front and a large amount of work.The quality of each stage is affected by factors such as human,machine,material,law and environment in the process of project initiation,design investigation,construction and acceptance.2.LTE mobile transmission network is generally divided into three layers:core layer,convergence layer and access layer.Communication transmission engineering is complex and huge system engineering,involving SDH,PTN,OTN,PON and other access modes of hybrid networking.Therefore,the corresponding quality control requirements are put forward for the design of the project,the purchase and allocation of equipment,and the construction of the project.3.There are many potential quality risk points in the project from project design,construction execution,to completion inspection and other stages in Qingyuan Mobile LTE transmission construction project,because it involves many software and hardware equipment,and has a tight construction cycle and a wide range of construction,while the process is complex,the participants are many and the mobility is strong.4.Qingyuan LTE transmission project uses PDCA cycle management method to establish the project quality management system,and carries out comprehensive and effective quality management and risk control for all projects in order to ensure the whole project quality.5.There are inevitably quality management problems In the construction process of Qingyuan LTE transmission project,although Qingyuan Mobile Company has established a relatively perfect PDCA cycle project quality management system due to the complexity of the communication transmission project.For example,there are design-while-construction,insufficient supervisors,insufficient technical training and so on.
