| The development of modern agriculture has been accelerated,and the risks of agricultural production have been gradually complicated.As the most effective risk guarantee tool,agricultural insurance has been favored by governments of all countries.Since 2007 by the state elected a policy-oriented agricultural insurance pilot,hunan agricultural insurance premium subsidies as promotion of agricultural insurance,improve the level of agricultural production and farmers' life security an important system arrangement.In this paper,on the basis of predecessors' research efficiency evaluation index system,using DEA model and Malmquist index method to the hunan province agriculture insurance premium subsidies efficiency for lateral static comparison and the longitudinal dynamic evaluation research.Research shows that different level city of hunan province,state subsidies efficiency has certain gap,north eastern provinces,the overall efficiency of levels higher than the south and west region,the main reason is that cities in the operational mechanism and management technology level gap.Moreover,most prefectures and cities are in the stage of diminishing returns on scale.As subsidy policy pushed almost at the same time,hunan agricultural insurance premiums for the efficiency of the overall level of volatility rising trend,and it is concluded that technological progress is the main factor of the efficiency of growth,namely,running mechanism and management technology level of progress is the main reason for the efficiency,and low scale efficiency is restricted in hunan agricultural insurance premium subsidies growth factors efficiency,pure technical efficiency of ascension is unable to fully digest excessive subsidies,agricultural insurance subsidies is not fully used.These results are of great significance for constructing a long-term and effective agricultural insurance subsidy mechanism according to local conditions in hunan province. |
